OCTOBER 18, 2011 — FORTY-SECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, October 18, 2011 at 10:00 a.m.  Board members present were Monson, Clausen, Tripp and Smith, and Boykin.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.
 
Motion by Tripp second by Smith to approve the minutes of the 10/11/2011 Board meeting.  Carried 5-0.  Copy filed.
 
Motion by Smith second by Boykin to approve the minutes of the 10/13/2011 Special Board meeting.  Carried 4-0; Monson abstained.  Copy filed.

The Board approved the separation of Jessica Wade, Civilian Jailer, County Sheriff Dept., effective 10-12-11, Separation.  Copy filed.

The Board approved the promotion of Kay Wagner, Senior Clerk-Real Estate, Auditor/Recorder Dept., effective 10-19-11, $19.19/hour, 7.9%=$1.42/hour.  Promotion from Recorder Clerk II to Senior Clerk.  Copy filed.

The Board approved the end of probation of Michael Headid, Asst. Building Superintendent, Building Services Dept., effective 11-02-11, $47,330/year, 3%=$1,377/year.  End of Probation Salary Increase.  Copy filed.

The Board approved the reclassification of Todd Weaver, Custodian, Building Services Dept., effective 11-05-11, $14.57/hour, 6%=$.85/hour.  Per AFSCME Courthouse Contract, from Grade 1/Step 3, to Grade 1/Step 4.  Copy filed.
 
Motion by Boykin second by Clausen to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for Civilian Jailer, County Sheriff  Dept. CWA Civilian Officers:  $16.24/hour and Recorder Clerk II, Auditor/Recorder Dept. AFSCME Court House Contract Grade 3:  $13.86/hour or per Contract language.  Carried 5-0.  Copy filed.

Employee Health Fair Update by JD Pellersels, Human Resources.

Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a Resolution approving abatement of taxes for Daniel Baltazar Delgadillo, for parcel #884730326952.  Carried 5-0.

RESOLUTION APPROVING ABATEMENT OF TAXES

WHEREAS, Daniel B. Delgadillo is the titleholder of a mobile home and a building on leased land Parcel #884730326952, located in Woodbury County, Iowa and legally described as follows:

WHEREAS, the abovestated property has taxes payable for 2011-12, and the mobile home  is owned by Daniel B. Delgadillo, and

WHEREAS, these taxes are uncollectable or impractical to pursue collection through personal judgment or tax sale

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above parcel according to Code of Iowa, 555C.3 and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above parcel according to Code of Iowa, 435.25 for the taxes owed and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

Motion by Clausen second by Tripp to authorize the Chairman to sign an agreement with the City of Cushing combining city precincts with township precincts, per recommendation by Patrick Gill, County Auditor.  Carried 5-0.  Copy filed.

Motion by Clausen second by Tripp to authorize the Chairman to sign an agreement with the City of Salix combining city precincts with township precincts, per recommendation by Patrick Gill, County Auditor.  Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to authorize the Chairman to sign an agreement with the City of Sloan combining city precincts with township precincts, per recommendation by Patrick Gill, County Auditor.  Carried 5-0.  Copy filed.
 
Motion by Tripp second by Boykin to award the PCC Patching to Ten Point Construction of Denison, Iowa, per recommendation of Mark Nahra, County Engineer.  Carried 5-0.  Copy filed.

Motion by Clausen second by Boykin to award the HMA Crack Sealing to Sioux Commercial Sweeping of Sioux City, Iowa, per recommendation of Mark Nahra, County Engineer.  Carried 5-0.  Copy filed.

Motion by Clausen second by Boykin to accept Certificate of Completion for Pavement Marking 2011 with Vogel Traffic Services per Mark Nahra, Secondary Roads. Carried 5-0.  Copy filed.

Motion by Tripp second by Boykin to approve lifting the tax suspension for Dorothy Samaniego  and Fictor Samaniego, 3700 28th St., Sioux City, vin#P267249.  Carried 5-0.

The Board presented a Resolution thanking and commending County employee Steven Dicks, for his years of service to Woodbury County.

Bid opening was held for the Roof Repair at Trosper-Hoyt for Mark Elgert, Building Servies Dept.  The bids were as follows:

Guarantee Roofing & Siding Co., Sioux City, IA            $89,624.00
JC Roofing & Insulating, Sioux City, IA                           $49,225.00

Motion by Boykin second by Clausen to award the project to J.C. Roofing & Insulating, Sioux City, IA for $49,225.00 for the Roof Repair at Trosper-Hoyt.  Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to approve a contribution of $2,000 to the Siouxland Initiative from local option sales tax proceeds.  Carried 5-0. 

A public hearing was held at 10:15 a.m. for the sale of property parcel #328740 (1102 Logan St, Sioux City). 

The Chairman called on anyone wishing to be heard. 

Motion by Smith second by Boykin to close the hearing.   Carried 4-0; Tripp abstained.

There were no bids.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The Board adjourned the regular meeting until October 25, 2011.
