NOVEMBER 22, 2011 — FORTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 22, 2011 at 10:00 a.m.  Board members present were Monson, Clausen, Smith and Tripp; Boykin was absent.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

Motion by Smith second by Clausen to go into closed session per Iowa Code Section 21.5(1)(c).  Carried 4-0 on a roll-call vote.

Motion by Smith second by Clausen to go out of closed session per Iowa Code Section 21.5(1)(c).  Carried 4-0 on a roll-call vote.

The meeting was called to order.
 
Motion by Tripp second by Smith to approve the minutes of the 11/15/2011 Board meeting.  Carried 4-0.  Copy filed.

Motion by Smith second by Clausen to approve the minutes of the 11/10/2011 Special Board meeting.  Carried 3-0; Tripp abstained.  Copy filed.

Motion by Clausen second by Smith to approve the proposed settlement submitted in the executive session.  Carried 3-0; Tripp abstained.  Copy filed.
 
The Board approved the reclassification of James Loomis, Asst. County Attorney, County Attorney Dept., effective 12-01-11, $73,975/year, 3.7%=$2,699/year.  Per AFSCME Asst. County Attorney Contract agreement, from Step 8 to Step 9.  Copy filed.

The Board approved the reclassification of James Moravek, P/T Youth Worker, Juvenile Detention Dept., effective 12-01-11, $20.13/hour, 17%=$2.93/hour.  Per AFSCME Juvenile Detention Contract agreement, from Grade 1, Step 3 to Grade 1, Step 4.  Copy filed.

The Board approved the reclassification of Kyle Gates, GIS Systems Analyst, Secondary Roads Dept., effective 12-07-11, $24.43/hour, 7%=$1.65/hour.  Per Wage Plan Matrix, 6 year salary increase.  Copy filed.
 
Motion by Smith second by Clausen to change name per grant requirements per recommendation of Michelle Skaff, Homeland Security.  Carried 4-0. 

Motion by Tripp second by Clausen to approve the GY2011 National Infrastructure Protection Program Grant Agreement per recommendation Michelle Skaff, Homeland Security.  Carried 4-0.  Copy filed.

Motion by Smith second by Tripp to approve the GY2011 Intelligence and Information Sharing Grant Agreement per recommendation of Michelle Skaff, Homeland Security.  Carried 4-0.  Copy filed.

Motion by Smith second by Clausen to approve the designation of Michelle Skaff as Authorized Representative for the above mentioned grants.  Carried 4-0.

Bid opening was held for a truck for Mark Elgert, Building Servies Dept.  The bids were as follows:

Sioux City Ford, Sioux City, IA               $31,600.00
Karl Chervolet, Ankeny, IA                   $29,796.51
Knoepfler Chevrolet, Sioux City, IA     $28,840.00

Motion by Smith second by Tripp to award the bid to Knoepfler Chevrolet Co. for $28,840.00 for a truck per recommendation of Mark Elgert, Building Services.  Carried 4-0.  Copy filed.

Motion by Smith second by Clausen to engage RML Architects, LLC to proceed on two projects pertaining to Jail alterations with fees not to exceed $55,000 and $116,000.  Carried 4-0.

Motion by Smith second by Tripp to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way by David Widman, per recommendation of County Engineer Mark Nahra.  Carried 4-0.  Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Motion by Smith second by Clausen to receive a recount request from William Gaukel of Sergeant Bluff for the 2011 Sergeant Bluff City Council Contest and to receive for signatures an order directing the County Commissioner of Elections to conduct the recount.  Carried 4-0; copy filed.

Motion by Tripp second by Clausen to approve and receive for signatures a Resolution thanking and commending retiring County employee Donovan Hansen for his  years of service to the County.  Carried 4-0.

FOR HIS SERVICE TO WOODBURY COUNTY

WHEREAS, Donovan D. Hansen has capably served Woodbury County as an employee of the Woodbury County Secondary Roads Department  for 38 years from June 2, 1973 to December 30, 2011; and

WHEREAS, the service given by Donovan D. Hansen as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Donovan D. Hansen  for his years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Donovan D. Hansen.

WHEREAS, Charles E. Cipperley has capably served Woodbury County as an employee of the Siouxland District Health Services for 40 years from September 1, 1971 to December 31, 2011; and

WHEREAS, the service given by Charles E. Cipperley as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Charles E. Cipperley  for his years of service to Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends David H. Peper  for his years of service to Woodbury County; and
