MARCH 06, 2012 — TENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, March 06, 2012 at 10:00 a.m.  Board members present were Clausen, Monson, Tripp, Boykin, and Smith.  Staff members present were Heather Satterwhite, Public Bidder, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Clausen second by Monson to approve the minutes of the 02/28/2012 Board meeting.  Carried 4-0;
Boykin abstained.  Copy filed.

The Board approved the separation of Terry Hansen, maintenance technician, Building Services Dept., effective 02-24-12.  Resignation.  Copy filed.

The Board approve the reclassification of Sandra Nation, Intake Officer, Juvenile Detention Dept., effective 03-07-12, $23.93/hour, 4%=$.93/hour.  Wage Plan Matrix.  Copy filed.

Motion by Clausen second by Tripp to receive the appointment of Barb Ludwig, 2403 mason Ave, Anthon, Iowa, as Miller Township Trustee, to fill the vacancy in the office until the regular election in 2012.  Carried 5-0.  Copy filed.

Motion by Boykin second by Tripp to receive the appointment of Gary Hoppe, 1219 Osceola Ave, Correctionville, Iowa, as Union Township Trustee, to fill the vacancy in the office until the regular election in 2012.  Carried 5-0. Copy filed.

Motion by Monson second by Boykin to receive the appointment of Carrie Radloff, 3217 Orleans Ave, Sioux City, Iowa to the office of Woodbury County Extension Council Member, to fill a vacancy for the office previously held by Jamie Johnson, until the General Election in 2012.  Carried 5-0.

Motion by Boykin second by Tripp to approve the applying for the 2012 Missouri River Historical Development Grant, per recommendation of Gary Brown, Emergency Services.  Carried 5-0.

Motion by Monson second by Boykin to approve the Grant Extension for the 2009 Region III Homeland Security Grant, per recommendation of Gary Brown, Emergency Services.  Carried 5-0.

The Board received an update from representatives of the Farmer’s Market

A public hearing was held at 10:15 a.m. for the sale of property parcels #562545 & #562530 (1114 14th St. & 1412 Court St., Sioux City). 

The Chairman called on anyone wishing to be heard.
      
Motion by Clausen second by Tripp to close the hearing.   Carried 5-0.
      
Ron Krage placed a bid of $300.00.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign a Resolution for the sale of this parcel to Ron Krage (P.O. Box 117,Sioux City) for the minimum bid of $300.00 plus recording fees, for real estate parcels #562545 & #562530 (1114 14th St. & 1412 court St., Sioux City).  Carried 5-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

By    Kraco Contractors_ in the sum of Three Hundred Dollars & 00/100 ($300.00)  dollars.

For the following described real estate, To Wit:
 
Parcels #562545 & #562530
Lot Eleven (11), Galbraith’s Addition to Sioux City all that part of the West 50 feet of the unplatted part of Lot Eleven (11), called Glen Cove in the Auditor’s plat of the Southeast Quarter of Section 21, Township 89, Range 47 in Woodbury County, Iowa, lying South of a straight east-west line projected East across said 50ft. strip of a point located on the SW corner of Lot Fourteen (14) of Galbraith’s Addition to City of Sioux City, Woodbury County (1111 – 14th Street)

LL SC Comm. Sub Division SE ¼ 21-89-47 South 78.5 ft. North 250 ft. West 50 ft. Unplatted Pt Lot Eleven (11) situated in the County of Woodbury and the State of Iowa (1412 Court Street)

Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said Real Estate.

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes.  Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign a Resolution setting the public hearing and sale date for Parcel #228255, 1527 Wabash St, Sioux City.  Carried 5-0.

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Lots One(1), Two(2), & Three(3), in Block Seven(7), Highland Park Addition, City of Sioux City, Woodbury County, Iowa
(1527 Wabash Street)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on
the  20th Day of March, 2012 at 10:15 o’clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
     
2.  That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 20th Day of March, 2012,  immediately        
following the closing of the public hearing.
     
3.  That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $1000.00 plus recording fees.

Motion by Clausen second by Boykin to authorize the Chairman to release and satisfaction for Amy Artz.  Carried 5-0.

Motion by Boykin second by Clausen to approve the 2012 DOT Budget Amendment, per recommendation of Mark Nahra, County Engineer.  Carried 5-0.

Motion by Monson second by Boykin to approve a permit for overhead of underground utilities for the City of Sioux City Water main Project, per recommendation of Mark Nahra, County Engineer.  Carried 5-0.  Copy filed.

Motion by Boykin second by Monson to approve the IDOT Material Inspection Cost Billing for Project BROS-CO97(92)—5F-97, per recommendation of Mark Nahra, County Engineer.  Carried 5-0.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The Board adjourned the regular meeting until March 13, 2012.
