APRIL 03, 2012 — FOURTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 03, 2012 at 10:00 a.m.  Board members present were Clausen, Monson, Tripp and Boykin; Smith was absent.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Tripp to approve the minutes of the 03/27/2012 Board meeting.  Carried 4-0.  Copy filed.

The Board approved the separation of Curtis Larson, Temporary Equipment Operator, Secondary Roads Dept., effective 03-30-12.  End of Temporary Work.  Copy filed.

The Board approved the Reclassification of Loan Hensley, Asst. County Attorney, County Attorney Dept., effective 04-16-12, $73,975/year, 3.7%=$2,699/year.  Per AFSCME Asst. County Attorney Contract agreement, from Step 8 to Step 9.  Copy filed.

The Board approved the separation of Shawn Dennehey, Equipment Operator, Secondary Roads Dept., effective 04-30-12.  Retirement.  Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for P/T Operations Officer, Emergency Services Dept., Wage Plan: $13.66/hour and for Deputy Sheriff, County Sheriff Dept., CWA Deputy Sheriff:  $20.30/hour .  Carried 4-0.  Copy filed.

Motion by Monson second by Tripp to approve and receive for signatures a Resolution thanking and commending retiring County employee Shawn Dennehey for his years of service to the County.  Carried 4-0.

A RESOLUTION THANKING AND COMMENDING
SHAWN DENNEHEY
FOR HIS SERVICE TO WOODBURY COUNTY
 
WHEREAS, Shawn Dennehey has capably served Woodbury County as an employee of the Woodbury County Secondary Road’s Department  for 28 years from April 9, 1984 to April 30, 2012; and

WHEREAS, the service given by Shawn Dennehey as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Shawn Dennehey  for his years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Shawn Dennehey.

BE IT SO RESOLVED this 3rd  day of April, 2012.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign a Resolution approving a petition for suspension of taxes for Kimberly A Hansen, 3501 Transit Ave, Sioux City, parcel #884706139009.  Carried 4-0.

RESOLUTION APPROVING SUSPENSION OF TAXES

WHEREAS, Kimberly A. Hansen  as joint titleholders of  a property  located at 3501 Transit Ave.,  Sioux City, Woodbury County, Iowa, and legally described as follows:

Parcel #     884706139009
  
Lot Eleven (11) Block Four (4) Henrietta Place Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Kimberly A. Hansen, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem this property  Parcel  #884706139009 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Motion by Monson second by Boykin to cancel hearings for Plantinum Grain, LLC on Urban Renewal and Development per recommendation of Rob Marqusee, Rural Economic Development.  Carried 4-0.

Motion by Boykin second by Tripp to approve a letter to Secretary of Agriculture, Tom Vilsack. The letter thanks the Secretary and Governor Branstad for their public support for Beef Products, Inc.  Carried 4-0.  Copy filed.

Motion by Monson second by Boykin to take action to Utilize General Assistance Funding as Match for Emergency Services Solution Grant Funds, per recommendation of Jean Logan, CAAS.  Carried 4-0.

Motion by Boykin second by Tripp to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way by John Dolphin on Christy Road, per recommendation of County Engineer Mark Nahra.  Carried 4-0.  Copy filed.

Motion by Tripp second by Boykin to accept a certificate of completion for Schmillen Construction for concrete and asphalt crushing and recycling, per recommendation of the County Engineer.  Carried 4-0.  Copy filed.

Bid letting was held at 10:25 a.m. for corrugated metal pipe culverts for Secondary Roads Dept.  The bids were as follows:

Motion by Boykin second by Monson to receive the bids and submit to the county engineer for review and recommendation.  Carried 4-0.  Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The Board adjourned the regular meeting until April 3, 2012.
