AUGUST 14, 2012 — THIRTSECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 14, 2012 at 10:00 a.m.  Board members present were Monson, Clausen, Boykin, Tripp, and Smith.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 
      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Boykin to approve the minutes of the 08/07/2012 Board meeting.  Carried 4-0; Tripp abstained.  Copy filed.

Motion by Boykin second by Tripp to approve the reclassification of Cynthia Combs, Custodian, Building Services Dept., effective 07/25/12, $14.23/hour, 10%=$1.31/hour. AFSCME Correction: Step 1 to Step 3; the reclassification of Kimberly Flanders, Custodian, Building Services Dept., effective 07-25-12, $14.23/hour, 10%=$1.31/hour.  AFSCME Correction:  Step 1 to Step 3; the separation of Cole Hancock, Temporary Summer Laborer, Secondary Roads Dept., effective 08/03/12.  End of Temporary Work; the appointment of William Cadwallader, Equipment Operator, Secondary Roads Dept., effective 08/15/12, $19.90/hour.  Job Vancancy Posted:  05-15-12. Entry Level Salary:  $19.90/hour; the appointment of Tyler Milton, Deputy Sheriff, County Sheriff Dept., effective 08-20-12, $20.71/hour.  Appointment by County Sheriff; the End of Probation of Aaron Carstens, Equipment Operator, Secondary Roads Dept., effective 08/22/12, $20.52/hour, 3%+$.62/hour.  Per CWA Secondary Roads Contract Agreement:  End of Probation Salary Increase; and the separation of Patti Walsh, Motor Vehicle Clerk II, County Treasurer Dept., effective 08/31/12. Motion by Clausen second by Boykin to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Motor Vehicle Clerk II, County Treasurer Dept., AFSCME Courthouse Grade3:  $14.38/hour.  Carried 5-0.  Copy filed.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign a Resolution setting the public hearing and sale date for Parcel #073920 and #074010, 111 Helen St. and 1106 Rustin St., Sioux City.  Carried 5-0.

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on
the  28th  Day of August, 2012 at 10:15 o’clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
     
2.  That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 28th Day of August, 2012,  immediately        
following the closing of the public hearing.
     
3.   That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $207.00 plus recording fees.

Motion by Boykin second by Monson to terminate farm tenancy with Tony and Kim Kohn.  Carried 5-0.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the
agenda, or Supervisors concerns.

Motion by Clausen second by Tripp to receive bids for propane gas and to submit them to the county engineer for review and recommendation.  Carried 5-0.

The bids are as follows:

Western Iowa Coop, Hornick, IA             $39,351.78
Sapp Brow Petroleum, Sioux City, IA      $42,210.00
Johnson Propane, Battle Creek, IA        $38,592.00
 
Motion by Clausen second by Tripp to receive bids for calcium chloride and to submit them to the county engineer for review and recommendation.  Carried 5-0.
 
The bids are as follows:

Jerico Services, Indianola, IA                        $26.932.50
Scotwood Industries, Overland Park, KS    $26,932.50

Motion by Monson second by Tripp to uphold the appeal by Gwenlyn Frazier to overturn the denial of benefits by the Woodbury County General Relief entity contingent on verified employment.  Carried 5-0.

Motion by Boykin second by Monson to extend $100.00 of benefits from the Woodbury County General Relief entity to Troy Knight.  Carried 5-0.

The Board adjourned the regular meeting until August 21, 2012.
