SEPTEMBER 18, 2012 — THIRTYSEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, September 18, 2012 at 10:00 a.m.  Board members present were Monson, Clausen, Boykin, Tripp, and Smith.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Tripp to approve the minutes of the 09/11/2012 Board meeting.  Carried 5-0.  Copy filed.

Motion by Boykin second by Clausen to approve the separation of Alex Ralston, Temporary Summer Laborer, Secondary Roads Dept., effective 09-18-12. End of Temporary Work; the reclassification of Amy Klocke, Asst. County Attorney, County Attorney Dept., effective 10-02-12, $80,304/year, 3%=$2,701/year.  Per AFSCME Asst Co. Attorney Contract agreement, from Step10 to Step11; the reclassification of Richard Bryce, Maintenance Tech., Building Services Dept., effective 10-05-12, $17.12/hour, 3.85%=$.63/hour. Per AFSCME Courthouse Contract agreement, from Grade 4/Step 2 to Grade 4/Step 3; and the reclassification of Diane Robinson, Clerk/Secretary, Social Services Dept., effective 10-08-12, $16.66/hour, 5.5%=$.87/hour.  Per Wage Plan comparability with AFSCME Courthouse Contract, from Grade 3/Step 3 to Grade 3/Step 4.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve renewal of a 1-year Class C beer permit with Sunday sales privileges for Chet’s Moville Market, 741 Frontage Road, Moville, Iowa, effective 11/12/12 through 11/11/13.  Carried 5-0.  Copy filed.

Motion by Clausen second by Boykin to receive for consideration the final platting for Hunt First Addition (a Minor Subdivision) and to refer to the Zoning Commission for public hearing and recommendation.  Carried 5-0. 

Motion by Boykin second by Monson to approve contract to Johnson Propane, Battle Creek, IA to supply Propane to various County shed locations.  Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for Long Lines 260th Street Liberty Township, per recommendation of County Engineer Mark Nahra.   Carried 5-0.  Copy filed.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for Long Lines 260th Street & K-25 Liberty Township, per recommendation of County Engineer Mark Nahra.   Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to award the bid for HMA Routing and Sealing 2012 to The Road Guy Construction, Yankton, SD for $22,100.00, per recommendation of Mark Nahra, County Engineer.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to award the bid for Pavement Marking 2012 to Vogel Traffic Services, Orange City, IA for $47,4050.20, per recommendation of Mark Nahra, County Engineer.  Carried 5-0.  Copy filed.

Motion by Boykin second by Clausen to approve the Change Order #3 for Courthouse Restoration, per recommendation of Patty Erickson-Puttman, Social Services Coordinator.  Carried 5-0.  Copy filed.

Landfill update by Jackie Smith, Board of Supervisor.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the
agenda, or Supervisors concerns. 

The Board adjourned the regular meeting until September 25, 2012.
