JANUARY 22, 2013 — FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, January 22, 2013 at 10:00 a.m.  Board members present were Clausen, Boykin, Tripp, Monson and Smith.  Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 
      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Tripp to approve the minutes of the 1/15/2013 Board meeting.  Carried 5-0.  Copy filed.

Motion by Boykin second by Smith to appoint James O’Kane to the Siouxland District Board of Health.  Carried 5-0.

Motion by Smith second by Boykin to approve the purchase of copier for Planning & Zoning and Rural Economic Development from Riverboat Funds.   Carried 5-0.

Motion by Tripp second by Monson to appoint Robert Brouilette to fill an expiring term on the Woodbury County Board of Adjustment.  Carried 5-0.

Motion by Smith second by Boykin to appoint Tom Bride to fill an expiring term on the Woodbury County Zoning Commission.  Carried 5-0.

Motion by Monson second by Boykin to approve the preliminary platting for the Brittany’s Addition (a Minor Subdivision), and forward it to the Zoning Commission for public hearing and recommendations.  Carried 5-0.

Motion by Smith second by Boykin to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for Huntel Engineering for New Fiber Optic cable, per recommendation of County Engineer Mark Nahra.   Carried 5-0.  Copy filed.

Motion by Smith second by Monson to approve the purchase  Automatic Vehicle Location Hardware from Electronics Engineering for $66,901.40 which includes equipment and 3 years of service.  Carried 5-0.  Copy filed.
 
Motion by Boykin second by Smith to receive for signatures a letter to State Legislators.  Carried 5-0.  Copy filed.

Motion by Boykin second by Tripp to approve lease/purchase agreement for an Area Rotary Mower, per recommendation of Conservation, Rick Schneider.  Carried 5-0.  Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
 
Motion by Tripp second by Boykin to reduce the Building Services-Courthouse line item 2035 by $12,000.00.  Carried 5-0.

Motion by Boykin second by Tripp to reduce the Building Services-Courthouse line item 4101 by $2,000.00.  Carried 5-0.

Motion by Tripp second by Smith to increase the Building Services-Courthouse line item 4101 by $2,000.00.  Carried 5-0.

Motion by Tripp second by Boykin to increase the Building Services-Courthouse line item 4302 by $20,000.00.  Carried 5-0.

Motion by Boykin second by Smith to reduce the Building Services-Courthouse line 4310 item by $25,000.00.  Carried 4-1, Tripp opposed.

Motion by Tripp second by Smith to reduce the Building Services-Courthouse line item 4301 by $10,000.00.  Carried 5-0.

Motion by Smith second by Boykin to increase the Building Services-Courthouse line item 4420 by $2,000.00.  Carried 5-0.

Motion by Boykin second by Monson to increase the Building Services-Courthouse line item 4141 by $3,800.00.  Carried 5-0.

Motion by Tripp second by Monson to receive the Building Services-Courthouse budget as amended.  Carried 5-0.

Motion by Monson second by Boykin to reduce the Building Services-LEC budget line item 4101 by $3,000.00.  Carried 5-0.

Motion by Tripp second by Monson to reduce the Building Services-LEC budget line item 4301 by $15,000.00.  Carried 5-0.

Motion by Smith second by Monson to reduce the Building Services-LEC budget line item 4310 by $10,000.00.  Carried 5-0.
 
Motion by Boykin second by Monson to reduce the Building Services-LEC budget line item 4140 by $1,000.00.  Carried 5-0.
 
Motion by Boykin second by Tripp to reduce the Building Services-LEC budget line item 4201 by $1,500.00.  Carried 5-0.
 
Motion by Boykin second by Tripp to reduce the Building Services-LEC budget line item 4220 by $500.00.  Carried 5-0.

Motion by Tripp second by Boykin to increase the Building Services-LEC budget line item 4455 by $2,600.00.  Carried 5-0.

Motion by Boykin second by Smith to reduce the Building Services-LEC budget line item 4478 by $1,000.00.  Carried 4-1, Clausen opposed.
 
Motion by Boykin second by Tripp to receive the Building Services-LEC budget as amended.  Carried 5-0.
      
Motion by Tripp second by Monson to reduce the Building Services-Trosper-Hoyt budget line item 4101 by $2,000.00.  Carried 5-0.

Motion by Tripp second by Boykin to reduce the Building Services-Trosper-Hoyt budget line item 2940 by $500.00.  Carried 5-0.

Motion by Boykin second by Tripp to reduce the Building Services-Trosper-Hoyt budget line item 4140 by $300.00.  Carried 5-0.

Motion by Boykin second by Tripp to reduce the Building Services-Trosper-Hoyt budget line item 4301 by $8,000.00.  Carried 3-2; Smith and Clausen opposed.

Motion by Monson second by Smith to reduce the Building Services-Trosper-Hoyt budget line item 4310 by $5,000.00.  Carried 4-1; Clausen opposed.

Motion by Monson second by Tripp to increase the Building Services-Trosper-Hoyt budget line item 4478 by $2,500.00.  Carried 5-0.

Motion by Smith second by Tripp to reduce the Building Services-Trosper-Hoyt budget line item 6381 by $4,000.00.  Carried 5-0.

Motion by Boykin second by Monson to receive the Building Services-Trosper-Hoyt budget as amended.  Carried 5-0.

Motion by Smith second by Boykin to receive the Building Services-Prairie Hills Facility budget as submitted.  Carried 5-0.

Motion by Smith second by Boykin to receive the Building Services-Old Eagles Building budget as submitted.  Carried 5-0.

Motion by Monson second by Tripp to reduce the Department of Human Resources General Basic budget line item 4801 by $500.00.  Carried 5-0.

Motion by Smith second by Boykin to receive the Department of Human Resources General Basic budget as amended.  Carried 5-0.

Motion by Monson second by Boykin to receive the Emergency Services Allocation as submitted.  Carried 5-0.

Motion by Boykin second by Monson to receive the Rural Economic Development-General Basic budget as submitted.  Carried 5-0.

Motion by Boykin second by Tripp to receive the Soil Conservation-Rural Basic budget as submitted. Carried 5-0.

Motion by Tripp second by Boykin to reduce the Planning & Zoning-Rural Basic budget line item by $850.00.  Carried 5-0.

Motion by Monson second by Tripp to receive the Planning & Zoning-Rural Basic budget as amended.  Carried 5-0.

Motion by Tripp second by Boykin to receive the Township Trustees-Rural Basic budget as submitted.  Carried 5-0.

Motion by Boykin second by Tripp to receive the District Health Department-General Basic Allocation as submitted.  Carried 5-0.

Motion by Boykin second by Tripp to reduce the Department of Human Services-General Basic budget line item 4120 by $5,000.00.  Carried 5-0.

Motion by Monson second by Smith to reduce the Department of Human Services-General Basic budget line item 4478 by $1,000.00.  Carried 5-0.

Motion by Tripp second by Boykin to reduce the Department of Human Services-General Basic budget line item 6360 by $5,000.00.  Carried 5-0.

Motion by Monson second by Tripp to receive the Department of Human Services-General Basic budget as amended.  Carried 5-0.

The Board adjourned the regular meeting until January 29, 2013.
