FEBRUARY 5, 2013 — SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, February 5, 2013 at 10:00 a.m.  Board members present were Clausen, Boykin, Tripp, Monson and Smith.  Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 
      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Tripp to approve the minutes of the 1/29/2013 Board meeting.  Carried 5-0.  Copy filed.

Motion by Boykin second by Smith to approve the appointment of Luis Gonzalez-Morales, P/T GPS Tracker, Juvenile Detention Dept., effective 02/11/2013, $16.52/hour.  Job Vacancy Posted 11-28-12.  Entry Level Salary:  $16.52/hour; the reclassification of Melissa Miller, Clerk II, Human Resources Dept., effective 02/24/2013, $15.04/hour, 4.5%=$.66/hour.  Per Wage Plan comparability with AFSCME Courthouse Contract, from Grade 3/Step 1 to Grade 3/Step2; and the separation of Lynne Eaton, Process Server, County Sheriff Dept., effective 03/01/2013.  Retirement.   Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to lift the suspension of taxes for Elem Ford, 1303 W 6th St, Sioux City, Parcel #894729130018.  Carried 5-0.

Motion by Smith second by Boykin to approve and authorize the Chairperson to sign a Resolution approving petition for suspension of taxes through the redemption process for Steven White, 1611 W 5th St., Sioux City, parcel #894729107021.  Carried 5-0.

RESOLUTION APPROVING PETITION OF SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS
      
WHEREAS, Steven F. White  as joint titleholders of  a property  located at 1611 W. 5th St.,   Sioux City, Woodbury County, Iowa, and legally described as follows:

Lot Twenty (20) Block Nine (9) So Smiths Villa Addition, City of Sioux City, Woodbury County, Iowa
                                              
WHEREAS, Steven F. White, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem this property  Parcel  #894729107021 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

SO RESOLVED this 5th day of February,  2013.

Presentation of Resolution to Greg Logan Thanking and Commending his Years of Service.

Motion by Smith second by Boykin to accept Zoning Commission Recommendation Pursuant to Iowa Code Section 403.5 regarding Liberty Park Urban Renewal Area, per recommendation of John Pylelo, Planning & Zoning.  Carried 5-0.

Motion by Boykin second by Monson to amend the Memorandum of Understanding to include the City of Salix as an entity to work with in item 7.  Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to approve Memorandum of Understanding, as amended, with City of Sioux City.  Carried 5-0.  Copy filed.

Motion by Boykin second by Monson to approve the Policy Revision on Fixed Asset Inventory Policy with additional language stating the Board of Supervisors shall be responsible for completing the physical inventory for the County.  Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to approve Statement of Substantial Completion for the Relocations of ASAP Rook at the Law Enforcement Center.  Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to approve the RISE Grant Agreement with IDOT, per recommendation of Mark Nahra, County Engineer.  Carried 5-0.  Copy filed.

There was no General Relief Appeal hearing held.
 
The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
 
Motion by Smith second by Boykin to use Local Option Sales Tax funds to fund the Economic Development Department budget.  Carried 5-0.

Motion by Boykin second by Smith to use Riverboat funds to fund the non-mandated services in the General Basic Fund budget.  Carried 5-0.

Motion by Monson second by Boykin to use $245,207 of cash reserves to fund 2014 General Basic budget requirements.  Carried 5-0.
 
Motion by Smith Second by Boykin to use $671,615 from the proceeds of two insurance holidays to fund 2014 General Basic budget requirements.  Carried 5-0.

Motion by Monson second by Tripp to reduce the Benefits transfer to the General Basic fund to realize the benefit of the reduction in tax askings through the use of cash reserves.  Carried 5-0

Motion by Smith second by Boykin to use $101,600 in cash reserves to fund 2014 General Supplemental Fund budget requirements.  Carried 5-0.

Motion by Tripp second by Boykin to use $25,879 in cash reserves to fund 2014 Rural Basic Fund budget requirements.  Carried 5-0.

Motion by Monson second by Boykin to use a $50,000 rebate the from Woodbury County Solid Waste Commission to reduce the 2014 Rural Basic Fund budget requirements.  Carried 5-0.
 
Motion by Boykin second by Monson to use $103,169 of Local Option Sales Tax funds to partially fund the Planning and Zoning budget to reduce the 2014 Rural Basic Fund budget requirements.  Carried 5-0.

Motion by Smith second by Boykin to use Riverboat funds to fund the Equipment Replacement Requirements. Carried 5-0.

Motion by Boykin second by Tripp to use an $845,000 Essential Purpose Loan to fund FY2014 capital improvement projects.  Carried 5-0.

Motion by Boykin second by Tripp to add an additional $8,000 to the Emergency Services L.P. gas line item at climbing hill.  Carried 5-0.

Motion by Tripp second by Monson to add an additional $5,500 to the conservation budget for training.  Carried 5-0.
 
Motion by Smith second by Boykin to budget $100,000 for Courthouse Security.  Failed on a 2-3 roll call vote; Clausen, Tripp and Monson opposed.
 
Motion by Smith second by Boykin to approve a 2% increase for Wage Plan employees to be included in the budget.  Carried 5-0.

The Board adjourned the regular meeting until February 12, 2013.
