MARCH 26, 2013 — THIRTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, March 26, 2013 at 10:00 a.m.  Board members present were Clausen, Monson, Smith and Boykin; Tripp was absent.  Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Smith second by Monson to approve the minutes of the 3/19/2013 Board meeting.  Carried 4-0.  Copy filed.

Motion by Smith second by Boykin to approve the separation of Cornelia Venable-Ridley, Temporary Asst. County Attorney, County Attorney Dept., effective 03/12/2013.  End of Temporary Work., the promotion of Zane Chwirka, Sheriff Deputy, County Sheriff Dept., effective 04/01/2013, $20.71/hour, 20%=$3.49/hour. From Civilian Jailer, 2nd Class to Sheriff Deputy, 2nd Class., the promotion of Vincent Dvorak, Sheriff Deputy, County Sheriff Dept., effective 04/01/2013, $20.71/hour, 4%=$.83/hour. From Civilian Jailer, Senior Class to Sheriff Deputy, 2nd Class., the promotion of Gerad Lukken, Sheriff Deputy, County Sheriff Dept., effective 04/01/2013, $20.71/hour, 4%=$.83/hour. Motion by Boykin second by Smith to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for 4 Civilian Jailers, County Sheriff Dept., CWA Civilian Officer:  $16.56/hour.  Carried 4-0.  Copy filed.

Motion by Smith second by Monson to receive the appointment of Mark Bumsted, 2668 Jewell Ave, Oto, Iowa as Grant Township Trustee, to fill the office previously held by Larry Bumsted, until the next regular election and to receive the appointment of John Walsh, 2454 Lucas Ave, Anthon, Iowa as Grant Township Trustee, to fill the office previously held by Karl Paulsen, until the next regular election.  Carried 4-0.  Copy filed.

Motion by Boykin second by Monson to approve to participate with the City of Sioux City in the Submission of the Edward J. Bryne Memorial Justice Grant (JAG) Program Grant Application to the Governor’s Office of Drug Control Policy.  Carried 4-0.  Copy filed.

Presentation of Resolution Thanking and Commending Brad Carlson for Years of Service. 
 
Motion by Monson second by Boykin to approve contract to hire Lt. Col Grossman for Safe Schools Presentation.  Carried 4-0.  Copy filed.

Motion by Boykin second by Monson to approve and authorize the Chairperson to sign a Permit to Work in the County Right of Way for CenturyLink on Old Lakeport Road and Southern Hills Drive , per recommendation of County Engineer Mark Nahra.   Carried 4-0.  Copy filed.

Motion by Boykin second by Smith to approve Contract for 2013 Bridge Inspections with Calhoun Burns and Associates.  Carried 4-0.  Copy filed.

A public hearing was held at 10:15 a.m. for the sale of property parcel #224940 (2408 W 5th St).

Then Chairperson called on anyone wishing to be heard.

Motion by Boykin second by Smith to close the hearing.  Carried 4-0.

Motion by Monson second by Smith to approve and authorize the Chairperson to sign a Resolution for the sale of this parcel to Adriana Camacho (459 Leonard St., Sioux City), for real estate parcel #224940 (2408 W 5th St, Sioux City) for $1.00 plus recording fees.  Carried 4-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

By    __Adriana Camacho__________in the sum of   One Dollar & 00/100 ($1.00)-----------------------------------------------------dollars.

For the following described real estate, To Wit:
 
Parcel #224940
 West Twenty-Seven ft., East One Hundred Seven ft., Lot Fifteen, Block Nine, Highland  
 Plat 3rd Addition, City of Sioux City, Woodbury County, IA
(2408 W. 5th Street)

Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said
Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said Real Estate.

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes.  Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Monson second by Boykin to lift the suspension of taxes for Sarah Morris, 1217 Dubuque St., Sioux City, Parcel #894727204021.  Carried 4-0.  Copy filed.

Motion by Smith second by Monson to Contribute $10,000.00 to Siouxland Initiative from Local Option Sales Tax proceeds.  Carried 4-0.

A public hearing was held to consider a resolution closing and vacating a road right of way for Stoddard Ave. and an adjacent alley.

Motion by Boykin second by Smith to suspend the public hearing to consider a resolution closing and vacating a road right of way for Stoddard Ave. and an adjacent alley.  Carried 4-0.

Motion by Boykin second by Monson to receive bids for 2013 Corrugated Metal Pipe Culverts and to submit them to the county engineer for review and recommendation.  Carried 4-0.  Copy filed.

Motion by Smith second by Boykin to approve the recommendation of the building services director to install a new Boiler for Trosper-Hoyt Building.  Carried 4-0.  Copy filed.

Motion by Boykin second by Monson to approve the recommendation of the building services director to install a new Chiller for Trosper-Hoyt Building.  Carried 4-0.  Copy filed.

Discussion of Off Duty Employment.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
      
The Board adjourned the regular meeting until April 2, 2013.
