AUGUST 27, 2013 — THIRTYFOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 27, 2013 at 10:00 a.m.  Board members present were Boykin, Tripp and Clausen; Smith and Monson were absent.  Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.

Motion by Boykin second by Tripp to approve the minutes of the 8/20/2013 Board meeting.  Carried 3-0.  Copy filed.

Motion by Boykin second by Tripp to approve the county’s claims totaling $449,031.78.  Carried 3-0.  Copy filed.

Motion by Boykin second by to Tripp approve the separation of Melissa Baringer, Civilian Jailer, County Sheriff Dept., effective 08/20/13. Resignation. and the reclassification of Kristine Timmins, Asst. County Attorney, County Attorney Dept., effective 09/17/13, $76,398/year, 3.7%=$2,756/year.  Per AFSCME Asst. County Attorney Contract agreement, from Step 8 to Step 9.  Carried 3-0.  Copy filed.

Motion by Boykin second by Tripp to approve and authorize the Chairperson to sign and “Authorization to Initiate Hiring Process” for Civilian Jailer(2), County Sheriff Dept., CWA Civilian Officers:  $16.85/hour.  Carried 3-0.  Copy filed.

The Board discussed County employee flu shots with Human Resources Director J.D. Pellersels.

Motion by Boykin second by Tripp to approve and authorize the Chairperson to sign a letter of agreement between Woodbury County and the Siouxland District Health Department, authorizing the administration of influenza vaccine to County employees for fiscal year 2013-2014.  Carried 3-0.  Copy filed.

Motion by Tripp second by Boykin to approve and authorize the Chairperson to sign a Resolution authorizing a tax abatement for Wayne John Vandall, for a mobile home that has been removed, parcel #884730326928, taxes for 2013-14 totaling $12.00.  Carried 3-0.

RESOLUTION #11,086

RESOLUTION APPROVING ABATEMENT OF TAXES

WHEREAS, Wayne J. Vandall is the titleholder of a mobile home located in Woodbury County, Iowa.

WHEREAS, the abovestated mobile home has taxes payable for 2013-14, and the mobile home is owned by Wayne J. Vandall

WHEREAS, these taxes are uncollectable or impractical to pursue collection through personal judgment or tax sale

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above mobile home according to Code of Iowa, 445.16 and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

SO RESOLVED this 27th day of August, 2013.

RESOLUTION APPROVEING ABATEMENT OF TAXES

WHEREAS, Lance T. Platt is the titleholder of a mobile home located in Woodbury County, Iowa.

WHEREAS, the abovestated mobile home has taxes payable for 2013-14, and the mobile home is owned by Lance T. Platt

WHEREAS, these taxes are uncollectable or impractical to pursue collection through personal judgment or tax sale

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above mobile home according to Code of Iowa, 445.16 and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

RESOLUTION APPROVING ABATEMENT OF TAXES

WHEREAS, Jentri Selig is the titleholder of a mobile home located in Woodbury County, Iowa.

WHEREAS, the abovestated mobile home has taxes payable for 2012-13  and 2013-14, and the mobile home is owned by Jentri Selig

WHEREAS, these taxes are uncollectable or impractical to pursue collection through personal judgment or tax sale

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above mobile home according to Code of Iowa, 445.16 and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on the  10th Day of September, 2013 at 10:15 o’clock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 10th Day of September, 2013,  immediately  following the closing of the public hearing.      

3.   That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $5.00 plus recording fees.

Motion by Boykin second by Tripp to approve sending a request for proposals to qualified consultants for Orton Slough drainage district improvement work, per recommendation of County Engineer Mark Nahra.  Carried 3-0.  Copy filed.

Motion by Boykin second by Tripp to approve and authorize the Chairperson to sign an Underground Utility Permit for MasTec North America for new phone line to serve Out of Service Customer on 140th St. in Concord Township, per recommendation of County Engineer Mark Nahra.  Carried 3-0.  Copy filed.

Motion by Tripp second by Boykin to approve and authorize the Chairperson to sign an Underground Utility Permit for WOW of Sioux Falls, SD for replacement Fiber Optic Cable on 140th St. in Banner Township per recommendation of County Engineer Mark Nahra.  Carried 3-0.  Copy filed

Motion by Boykin second by Tripp to approve and authorize the Chairperson to sign a Supply Contract with Johnson Propane for supplying Woodbury County Departments with propane for 2013 and 2014, per recommendation of County Engineer Mark Nahra.  Carried 3-0.  Copy filed.

There was a discussion of Road Improvement to allow Home Construction.   The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns. 

There was a tour of the Industrial Area.

The Board adjourned the regular meeting until September 3, 2013.
