OCTOBER 29, 2013 — FORTYTHIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, October 29, 2013 at 10:00 a.m.  Board members present were Boykin, Clausen, Smith, Tripp, and Monson.  Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.

Motion by Smith second by Monson to approve the minutes of the 10/22/2013 Board meeting.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve the county’s claims totaling $449,488.32.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve the separation of Andrew Kleespies, Equipment Operator, Secondary Roads Dept., effective 10/25/13. Resignation.; the reclassification of Rachel Edmundson, Asst. County Attorney, County Attorney Dept., effective 11/09/13, $62,877/year, 4.5%=$2,754/year.  Per AFSCME Asst. County Attorney Contract agreement, from Step 4 to Step 5; and the separation of Matthew Kunze, Civilian Jailer, County Sheriff Dept., effective 11/10/13. Resignation.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Civilian Jailer, County Sheriff, CWA Civilian Officers:  $16.85/hour and for Equipment Operator, Secondary Roads, CWA Secondary Roads:  $20.30/hour.  Carried 5-0.  Copy filed.

Motion by Boykin second by Monson to approve and authorize the Chairperson to sign a Resolution setting the public hearing and sale date of Parcel #280635,  3251 Alberta St, Sioux City, IA.  Carried 5-0.

RESOLUTION #11,926

NOTICE OF PROPERTY SALE

PARCEL #280635

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Lot One in Block Eighteen, of Kelly Park, an addition to Sioux City, in the County of Woodbury and State of Iowa

(3251 Alberta Street)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on

the 12th  Day of November, 2013 at 10:15 o’clock a.m. in the meeting

room of the Board of Supervisors on the first floor of the Woodbury

County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a

public auction to be held on the 12th  Day of November, 2013,  immediately        

following the closing of the public hearing.      

3.   That said Board proposes to sell the said real estate to the highest

bidder at or above a total minimum bid of $162.00 plus recording fees.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on

the 12th  Day of November, 2013 at 10:17 o’clock a.m. in the meeting

room of the Board of Supervisors on the first floor of the Woodbury

County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a

public auction to be held on the 12th  Day of November, 2013,  immediately        

following the closing of the public hearing.      

3.   That said Board proposes to sell the said real estate to the highest

bidder at or above a total minimum bid of $541.00 plus recording fees.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on

the 12th  Day of November, 2013 at 10:19 o’clock a.m. in the meeting

room of the Board of Supervisors on the first floor of the Woodbury

County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a

public auction to be held on the 12th  Day of November, 2013,  immediately        

following the closing of the public hearing.      

3.   That said Board proposes to sell the said real estate to the highest

bidder at or above a total minimum bid of $537.00 plus recording fees.

Motion by Monson second by Tripp to receive the Sheriff’s Civil Division first quarter and year to date for the period ending 9/30/13.  Carried 5-0.  Copy filed.

Motion by Boykin second by Smith to approve and authorize the Chairperson to accept Grant Funds awarded through the State Criminal Alien Assistance Program (SCAAP).  Carried 5-0.  Copy filed.

Motion by Tripp second by Smith to authorize and designate Patty Erickson-Puttmann to electronically submit acceptance.  Carried 5-0.

Motion by Boykin second by Smith to designate the use of the Grant funds for Technology involving offender management/inter-agency information sharing.  Carried 4-0, Tripp abstained.

Motion by Boykin second by Tripp to approve and authorize the Chairperson to sign contract for PCC Project for 2013 with Cedar Falls Construction Company per recommendation of Mark Nahra, County Engineer.  Carried 5-0.  Copy filed.

Motion by Boykin second by Tripp to approve the recommendation of the county engineer to provide a resolution to a complaint concerning gravel operations at County owned Peters Pit.  Carried 5-0. Copy filed.

Motion by Smith second by Boykin to relocate the Social Services Department to the Tri-View site.  Carried 4-1, Monson was opposed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns. 

The Board adjourned the regular meeting until November 5, 2013.
