JULY 14, 2015 — TWENTY NINETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, July 14, 2015 at 4:00 p.m.  Board members present were Clausen, Monson, Taylor, Smith, and Ung was present by phone.  Staff members present were Heather Satterwhite, Public Bidder, Dennis Butler, Finance/Operations Controller, Ed Gilliland, Human Resources Director, Gloria Mollet, Assistant Human Resources Director, Jean Jessen, Deputy County auditor, and Patrick Gill, Auditor/Clerk to the Board.

There was no appeal hearing as the appellant failed to appear.

The meeting was called to order – Pledge of Allegiance to the Flag – Moment of Silence.

There were no citizen concerns.

Motion by Taylor second by Smith to approve the Agenda for July 14, 2015.  Carried 5-0.  Copy filed.

Motion by Taylor second by Clausen to approve the minutes of the July 7, 2015 Board meeting.  Carried 5-0.  Copy filed.  

Motion by Taylor second by Ung to approve the county’s claims totaling $377,354.84.   Carried 5-0.  Copy filed.

Motion by Clausen second by Taylor to approve the appointment of Theodore Karrer, Maintenance Worker-Grounds Keeper, Building Services Dept., effective 7-15-15, $15.26/hour.  Job Vacancy Posted 6-10-15.  Entry Level Salary:  $15.26/hours.; the appointment of Kenneth Schmitz, Building Superintendent, Building Services Dept., effective 7-14-15, $77,000/year.  Job Vacancy Posted 5-6-15.  Entry Level Salary:  $62,000-$83,000/year.  40 hrs vacation available 7-15-15 & earn @ 2 week rate.; the appointment of Casey McBride, Civilian Jailer, County Sheriff Dept., effective 7-20-15, $17.48/hour.  Job Vacancy Posted 5-6-15.  Entry Level Salary: $17.48/hour.; the reclassification of Joseph Bukovich, Deputy, County Sheriff Dept., effective 7-25-15, $28.74/hours, 9.9%=$2.60/hour.  Per CWA Deputy Sheriff Contract agreement, from Senior Class to Master Class.; the reclassification of Joshua Widman, Asst. County Attorney, County Attorney Dept., effective 7-26-15, $73,751/year, 7.9%=$5,454/year.  Per Wage Plan comparability with AFSCME Asst. County Attorney Contract, from Step 6 to Step 7.; and the reclassification of Matthew Verzani, Asst. County Attorney, County Attorney Dept., effective 7-27-15, $65,428/year, 4.5%=$2,865/year.  Per AFSEME Asst. County Attorney Contract agreement, from Step 4 to Step 5.  Carried 5-0.  Copy filed.

Motion by Clausen second by Taylor to approve and authorize the Chairperson to sign and “Authorization to Initiate Hiring Process” for Civilian Jailer, County Sheriff Dept., CWA:  $17.48/hour.  Carried 5-0.  Copy filed.

There was no action taken on the County Sheriff Reserve Officers.

There was no action taken on the LEC Contaminate Mitigation Process.

Motion by Clausen second by Taylor to approve and authorize the Chairperson to sign a Resolution to establish a 5 ton load posting on bridge P6 on 220th St. in section 4-87-45.  Carried 5-0.

BRIDGE EMBARGO RESOLTUION

RESOLUTION #12,225

WHEREAS: The Board of Supervisors is empowered under authority of Sections 321.236 Sub. (8), 321.471 to 321.473 to prohibit the operation of vehicles or impose limitations as to the weight thereof on designated highways or highway structures under their jurisdiction, and

WHEREAS: the Woodbury County Engineer has caused to be completed the Structure Inventory and Appraisal of certain bridges according to accepted Bridge Inspection Standards and has determined that the bridges below, require revision to their current load ratings,

NOW, THEREFORE, BE IT RESOLVED by the Woodbury County Board of Supervisors that the following vehicle and load limit be established and that signs be placed advising of the permissible maximum weights thereof on the bridge listed herein.

Bridge P-6 on 220th Street             Section 4-87-45              5 Tons gross load

Motion by Clausen second by Taylor to approve a permit to work in the Highway Right of Way for the Bruce Sorenson and Lundell Construction.  Carried 5-0.  Copy filed.

Motion by Taylor second by Ung to allow the Secondary Roads Department to make road repairs on D12 and K49 under the Plymouth County contract for slurry leveling and repair on RABRAI route patching.  Carried 5-0.  Copy filed.

Motion by Clausen second by Smith to receive the Semi-Annual Report of Funds in the Hands of the County Treasurer at the close of business June 30, 2015.  Carried 5-0.  Copy filed.

Motion by Taylor second by Clausen to receive Statement of Unadjudicated Condemnation Fund now being held by the County Sheriff’s office.  Carried 5-0.  Copy filed.

Motion by Clausen second by Smith to receive Statement of Unadjudicated Condemnation Funds now being held by the County Sheriff’s office in accordance with Section 331.656 of the Code of Iowa.  Carried 5-0.  Copy filed.

Motion by Smith second by Taylor to approve the transfer of a 2005 F450 4x4 Diesel Truck with a 1982 utility box from Emergency Services Dept. to the Secondary Roads Dept.  Carried 5-0.  Copy filed.
