APRIL 20, 2021, SIXTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 20, 2021 at 4:30 p.m.  Board members present were Radig, Ung, Monson, De Witt, and Wright (by phone).  Staff members present were Karen James, Board Administrative Assistant, Melissa Thomas, HR Director, Joshua Widman, Board Attorney, Dennis Butler, Budget/Tax Analyst, and Patrick Gill, Auditor/Clerk to the Board.

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.
      
Gary Brown, Emergency Services Director, announced his retirement effective July 6th, 2021.

Motion by Monson second by De Witt to approve the agenda for April 20, 2021. Carried 5-0.  Copy Filed.
 
Motion by De Witt second by Ung to approve the following items by consent:

To approve minutes of the April 13, 2021 meeting.  Copy filed.

To approve the claims totaling $537,225.59.  Copy filed.

To approve the appointment of Tina Bertrand, Treasurer, County Treasurer Dept., effective 04-20-21, $93,865.21/year.  Appointment.; the promotion of Preston Newman, Sheriff Deputy, County Sheriff Dept., effective 04-19-21, $25.14/hour, 22%=$4.68/hr.  Promotion from Civilian Jailer to Deputy.; and reclassification of Madison Warder, Asst. County Attorney, County Attorney Dept., effective 05-03-21, $71,131/year, 4.8%=$3,262/year.  Per AFSCME Asst. County Attorney Contract agreement, from Step 3 to Step 4.  Copy filed.

To approve the agreements with Infinisource to become Woodbury County’s COBRA administrator.  Copy filed.

To receive Iowa County Treasurer’s Semi-Annual Report.  Copy filed.

To receive Juvenile Detention’s March population report.  Copy filed.

To receive the County Recorder’s Report of Fees Collected for the period of 01/01/2021 through 03/31/2021.  Copy filed.

To approve items to be auctioned per Personal Property Disposition Policy.  Copy filed.

To approve the permit to work in the right of way for Rick Patterson.  Copy filed.

To approve the permit to work in the right of way for Kevin Heck.  Copy filed.

To approve the permit to work in the right of way for Daniel Hair.  Copy filed.

To approve the tile crossing permit for Gary Jepsen.  Copy filed.
 
Carried 5-0.

Motion by Monson second by De Witt to approve the contract for project #CP-2021, CMP Culvert Supply for 2021 with Metal Culverts, Inc. for $125,744.40.   Carried 5-0.   Copy filed.

Motion by De Witt second by Ung to receive Gary Brown’s letter of resignation.  Carried 5-0.

A public hearing was held at 4:40 p.m. for the proposed vacation of right of way.  The Chairperson called on anyone wishing to be heard.

Motion by Monson second by De Witt to close the public hearing.  Carried 5-0.

A public hearing was held at 4:50 p.m. to levy General Basic property tax rate which exceed statutory maximum.  The Chairperson called on anyone wishing to be heard.

Motion by Monson second by De Witt to close the public hearing.  Carried 5-0.

A public hearing was held for proposed Fiscal Year 2022 budget.

Motion by Monson second by De Witt to close the public hearing.  Carried 5-0.

Motion by Monson second by De Witt to approve and authorize the Chairperson to sign a Resolution approval of FY 2021/2022 Budget and Certification of Taxes.  Carried 5-0.

APPROVAL OF FY 2021/2022 BUDGET AND CERTIFICATION OF TAXES
RESOLUTION #13,158

WHEREAS, the Woodbury County Board of Supervisors has considered the proposed FY 2021/2022 county budget and certification of taxes, and

WHEREAS, a public hearing concerning the proposed county budget was held on April 20, 2021,

NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Woodbury County that the county budget and certificate of taxes for FY 2021/2022 as set forth in the budget summary, is hereby adopted and that the Woodbury County Auditor is directed to file said budget and to establish accounting records in accordance with the attached schedules.

BE IT FURTHER RESOLVED that the Chairperson and the County Auditor be and are hereby authorized to sign the approved FY 2021/2022 county budget.
