This is between Woodbury County, Siouxland Human Investment Partnership, and Juvenile Court Services for the purpose of providing terms under which the parties agree to permit SHIP to act as fiscal agent for the County's allocation to Juvenille Court Services for programs that benefit at-risk youth in Woodbury County.
