NOVEMBER 30, 1999 TWENTY-FIRST MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, November 30, 1999 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller and Welte. Walish was absent. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented.

Meeting called to order.

There was open discussion period held by the Board.

The Board will approve the regular Board Minutes of November 23, 1999 at the next meeting.

The Board approved the reclassification of April A. Nelson, Legal Secretary III, County Attorneys Office, from Grade 6, Step 4, 3%=$.41/hr, effective 12-4-99. Copy filed.

Jeff Riese of the Tax Research Conference asked if the Sheriffs request for additional staff was in excess of the Huskee Report recommendation on jail overcrowding.

Motion by Boykin second by Batcheller to close the public hearing for FY 1999-2000 budget amendment #1. Carried 4-0.

Motion by Boykin second by Welte to reduce the county attorneys request for $24,000.00 to $12,000.00. Carried 4-0.

Motion by Batcheller second by Boykin to approve budget amendment #1 for FY 1999-2000. Carried 4-0. Copy filed.

Motion by Batcheller second by Boykin to award the bid for project L-595-93-97 to the low bidder subject to the review of the county engineer. Carried 4-0.

Motion by Boykin second by Batcheller to authorize the Chairman to sign the Authorization to Initiate Hiring Process for 10 Correctional Officers, County Sheriffs Department, DSA Entry: $11.50/hr and a Jail Sergeant, County Sheriffs Department, Wage Plan: $17.29/hr. Carried 4-0. Copy filed.

Motion by Boykin second by Batcheller to set a public hearing for the sale of parcel #026010, to the City of Sioux City for $1.00 plus recording fees for Phase IV of the Perry Creek Flood Control Project, for December 14,1999 at 10:15 oclock a.m. Carried 4-0.

NOTICE OF PROPERTY SALE

Parcel # 026010

WHEREAS Woodbury County, Iowa is the owner under a tax deed of certain parcel of real estate described as:

North Thirty-eight feet (N 38) of the East One Hundred Ten feet (E 110) of Lot One (1) in block Sixty and One-half (60 ) of Sioux City East Addition, also known as the North Thirty-eight feet (N 38) of the East One Hundred Ten feet (E 110) of Tax Lot Twenty (20), Auditors Plat of Blocks 55 and 57, Sioux City and Block 60 Sioux City East Addition City of Sioux City, Woodbury County, Iowa (aka 1123 McDonald Street)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on the
14th day of December, 1999, at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.

2. The said Board proposes to sell the said parcel of real estate on
the 14th day of December, 1999, immediately following the closing of
the public hearing, to the City of Sioux City, Iowa only per Code
of Iowa 331.361(3).

3. That said Board proposes to sell the said real estate to the City of
Sioux City, Iowa, only for consideration of $1.00 plus recording
fees.

4. That this resolution, preceded by the caption 'Notice of Property Sale
and except for this subparagraph 4, be published as notice of the
aforesaid proposal, hearing and sale.

Motion by Batcheller second by Boykin to authorize the chairman to sign a certificate of substantial completion for Phase III Renovation of the Woodbury County Courthouse. Carried 4-0. Copy filed.

The Board stood in recess until 12:30 oclock p.m.

The Board reconvened at 12:30 oclock p.m. in the Gleeson Room of the Sioux City Public Library to discuss the plan to deal with jail overcrowding.

The Board adjourned the regular meeting until December 7, 1999.
