JANUARY 11, 2000 TWENTY-FIFTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, January 11, 2000 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented.

Meeting called to order.

There was open discussion period held by the Board.

Motion by Batcheller second by Clausen to approve the regular Board Minutes of January 4, 2000. Carried 5-0.

The Board approved the end of probation of Michael J. Weber, P/T Operations Officer, Disaster Services Dept., @$10.31/hr effective 1-1-00 per End of Probation Salary Increase. Copy filed.

The Board approved the end of probation of Jessica S. Behrend, Case Manager Social Services @$24,720/yr effective 1-1-00 per End of Probation Salary Increase. Copy filed.

The Board approved the reclassification of Larry D.Clausen, Board Member, Board Administration @$25,731/yr effective 1-4-00 from Board Chairman to Board Member. Copy filed.

The Board approved the reclassification of George W. Boykin, Board Chairman, Board Administration,
@$30,635/yr effective 1-4-00 from Board Member to Board Chairman. Copy filed.

The Board approved the transfer of James E. Thomas, Maintenance Technician, Building Services, @11.77/hr effective 1-10-00 per AFSCME Courthouse, Contract, transfer from Grade 3, Step 6 to Grade 5, Step 5. Copy filed.

The Board approved the promotion of Judy M. Herbst, M.V. Clerk III/Cashier, County Treasurer @13.81/hr effective 1-11-00 per AFSCME Court House Contract agreement, from Grade 5, Step 6 to Grade 6 Step 6. Copy filed.

The Board approved the Reclassification of Jennifer D. Hoaglund, Clerk III, County Sheriff
@$11.99/hr effective 1-13-00 per AFSCME Court House Contract agreement, from Grade 6, Step 2 to
Grade 6, Step 3. Copy filed.

The Board approved the Reclassification of Eileen C. Whitehouse, R.E. Clerk II, County Auditor/Recorder, @ 10.29/hr effective 1-21-00 per AFSCME Court House Contract agreement, from Grade 4, Step 3 to Grade 4, Step 4. Copy filed.

Motion by Clausen second by Batcheller to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Maintenance Worker, Building Services Dept., AFSCME Courthouse/Grade 3 Range: $8.51 - $11.22/hr. Carried 5-0. Copy filed.

The Board discussed participating with Sioux City Schools and City of Sioux City in an Audit and Review Program Conducted by Mid American Energy.

Motion by Batcheller second by Welte to authorize the Chairman to sign the Iowa DOT Universal Payment Voucher for Asphalt Resurfacing Project FM 97(38)55-97. Carried 5-0. Copy filed.

Motion by Welte second by Walish to forward the Joe Garthright Rezoning Petition to the County Zoning Commission for Recommendation. Carried 5-0.

Motion by Batcheller second by Welte to receive the revised Planning and Zoning Budget (001-6301), as submitted, reduced to $92,484. Carried 5-0.

Motion by Batcheller second by Clausen to receive the Recorder Administration & Services Program Budget (001-8111) reduced by $1,493. Carried 5-0.

Motion by Batcheller second by Walish to receive the Vital Records Program Budget (001-8113) reduced by $578. Carried 5-0.

Motion by Clausen second by Welte to receive the Mapping Division Budget (001-8114) reduced by $2,401. Carried 5-0.

Motion by Batcheller second by Walish to receive the Auditor Administration Program Budget
(001-9011) reduced by $2,438. Carried 5-0.

Motion by Batcheller second by Walish to receive the Election Administration Program Budget
(002-8001) reduced by $7,786. Carried 5-0.

Motion by Batcheller second by Clausen to receive the General Primary Election Program Budget
(002-8003), the School Elections Program Budget (002-8011), and the Special Elections Program Budget (002-8012). Carried 5-0.

Motion by Batcheller second by Clausen to receive the Record Management Program Budget
(113-8112). Carried 5-0.

Motion by Batcheller second by Clausen to receive the Animal Control Budget (001-6201) reduced by $350. Carried 5-0.

Motion by Batcheller second by Welte to receive the Emergency Tax Allotment Budget (002-1211) and
The Fund 760 Supplement Program Budget (760-1211) reduced by $33,598. Carried 5-0.

Motion by Clausen second by Walish to receive the EMS Loan Program Budget (229-1212) and the EMS Training Fund Program Budget (259-1211). Carried 5-0.

The Board received an update from The Criminal Justice Committee.

Motion by Batcheller second by Welte to receive the Human Resources Department Budget (001-9003) reduced by $23,018. Carried 5-0.

Motion by Welte second by Batcheller to receive the Conservation Administration Budget (001-6101), the Parks & Conservation Areas Budget (001-6111), the Little Sioux Park Budget (001-6112), the Conservation Naturalist Program Budget (001-6113), the Bigelow Park Budget (001-6117), the Nature Center Budget (001-6121), the Roadside Management Program Budget (111-6011), the Resource Enhancement (REAP) Budget (266-6101), the Conservation Acquisitions Budget (667-6101), the Nature Center Gift Shop Budget (667-6102) and the Nature Center Project Budget (667-6103) reduced by $31,618. Carried 5-0.

Motion by Batcheller second by Walish to receive the County Landfill Program Budget (111-6021). Motion by Clausen second by Walish to amend to receive the County Landfill Program Budget
(111-6021) reduced by $4,723. Carried 4-1, Batcheller opposed. Motion as amended carried 4-1, Batcheller opposed.

Motion by Walish second by Clausen to receive the County Fair Budget (230-3121) reduced by $3,475. Carried 5-0.

There was no action taken on the County Library Budget (261-3101).

The Board recessed to hold a public meeting on the jail overcrowding issue.

The Board reconvened in the Sloan City Hall to discuss the jail overcrowding issue.

The Board adjourned the regular meeting until January 18, 2000.
