JULY 18, 2000 SECOND MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, July 18, 2000 at 9:00 A.M. Board members present were Boykin, Batcheller, Walish and Welte. Clausen was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

Meeting called to order.

Motion by Batcheller second by Walish to approve the regular Board Minutes of July 11, 2000 as submitted. Carried 4-0.

The Board approved the transfer of John J. Burbach, Court Security Officer, County Sheriff, @$15.00/hr., effective 7-10-00. In-House Posting: 5-10-00. Transfer from Correctional Officer to Court Security Officer per DSA Contract Agreement @ Current Salary. Copy filed.

Motion by Welte second by Batcheller to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Correctional Officer, County Sheriff, DSA Entry: $11.90/hr.; and for a Safety/Training Officer, Human Resources, Wage Plan: $30,015/yr. Carried 4-0. Copy filed.

Motion by Welte second by Batcheller to award the bid for the sale of a garage at 2979 Moville Blacktop in Holly Springs to Dale Ronfeldt for $1,255.00. Carried 4-0. Copy filed.

Motion by Welte second by Walish to award the bid for sale of a shed at 2733 Old Highway 141 in Holly Springs to Jim Thomas for $126.00. Carried 4-0. Copy filed.

Motion by Batcheller second by Walish to approve and receive for signatures a resolution naming
depositories for the County Treasurer. Carried 4-0.

The Board discussed Woodbury County being included in the Federal Emergency Management Agency (FEMA) nomination for Impact Community, with Gary Brown, Director of Emergency Services.

Motion by Welte second by Walish approve and authorize the Chairman to sign Resolution No. 9318 to include Woodbury County in the FEMA nomination for Impact Community for FY 2001. Carried 4-0.

RESOLUTION # 9318

BE IT RESOLVED, by The County of Woodbury that Siouxland Interstate Metropolitan Planning Council (SIMPCO) does hereby have permission to include the County of Woodbury in the Federal Emergency Management Agency (FEMA) nomination for IMPACT COMMUNITY, FY 2001.

BE IT FURTHER RESOLVED, The County of Woodbury will work with Siouxland Interstate Metropolitan Planning Council (SIMPCO) and The Citys of Sioux City, South Sioux City, North Sioux City, Dakota City, Sergeant Bluff, Dakota Dunes and the Countys of Dakota and Union to develop a TRI-STATE Hazard Mitigation Plan as part of the nomination process.

The Board discussed the reconsideration for the position of Decat. Coordinator.

The Board discussed the renovation of the reception area of the jail for the INS video teleconferencing equipment with Jeffrey Harcum, County Sheriffs Dept., to be funded by a federal grant.

Motion by Batcheller second by Walish to postpone consideration of the renovation of the jail reception area for the INS Video Teleconferencing System until the next meeting. Carried 4-0.

Motion by Welte second by Walish to adjourn the regular board meeting to convene a meeting of Orton Slough Drainage District Trustees. Carried 4-0.

The public hearing for cleanout in Orton Slough Drainage District was held at 10:30 A.M.

John Hall, Mark Godberson and Richard Rhinehart spoke at the hearing.

Motion by Welte second by Batcheller to close the public hearing. Carried 4-0.

Motion by Batcheller second by Welte to accept the proposal of Hall Family Partnership for cleanout in Orton Slough Drainage District. Carried 4-0. Copy filed.

Motion by Welte second by Batcheller to adjourn the meeting of the drainage district trustees and to reconvene the regular board meeting. Carried 4-0.

The Board reviewed the request from Larry Bumsted, Fire Chief, Oto Fire and Rescue, for funding of new equipment.

Motion by Batcheller second by Walish to approve the second reading of proposed Woodbury County Communications Tower Ordinance. Mr. Batcheller asked for and received unanimous consent to withdraw his motion.

The Board adjourned the regular meeting until July 25, 2000.
