NOVEMBER 27, 2001 TWENTY-FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 27, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Walish and Welte, Batcheller was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Welte to approve the Board minutes of November 20, 2001 as submitted. Carried 4-0.

The Board approved the end of probation of Catherine J. Derochie, Manager of Administrative Services, County Attorney Dept., @$36,050/year, effective 11-23-01. End of Probation Salary Increase. Copy filed.

The Board approved the reclassification of David L. Tripp, Correctional Officer, County Sheriff Dept., @$14.87/hour, effective 12-03-01. Per DSA Contract agreement, from Class 2 to Class 1. Copy filed.

The Board approved the separation of Christopher L. Treadway, Correctional Officer, County Sheriff Dept., effective 12-8-01. Resignation. Copy filed.

Motion by Welte second by Walish to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Male Correctional Officer, County Sheriff Dept. DSA/Class 4: Entry: $13.24/hour. Carried 4-0. Copy filed.

Motion by Welte second by Clausen to approve the floating Christmas holiday as Monday, December 24, 2001. Carried 4-0. Copy filed.

Motion by Welte second by Clausen to set a supervisor meeting for 1/2/2002. Carried 4-0.

Motion by Walish second by Clausen to authorize the Chairman to sign a Utility Accommodation Permit submitted by Mid American Energy to install underground fiber optic cable, per recommendation of the county engineer. Carried 4-0. Copy filed.

Motion by Clausen second by Welte to approve the lifting of tax suspension for D.R.H. Carried 4-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Don Groves, Chairman of the zoning commission, addressed the Board about the status of the zoning department and the countys comprehensive plan.

Susan Wollesen, a member of the zoning commission, addressed the Board about concerns she has with the status of the zoning department.

The Board reviewed the following budget items:

Motion by Welte second by Walish to eliminate the budget for the County Farm. Carried 4-0.

Motion by Welte second by Walish to accept the Non-Program Expenditures budget. Carried 4-0.

Motion by Clausen second by Walish to accept the Sioux City Riverboat budget. Carried 4-0.

Motion by Clausen second by Welte to receive the County Medical Examiner budget reduced by $4,675. Carried 4-0.

Motion by Welte second by Walish to receive The Center (Information & Referral), The Center (Conservatorships Program), Council on Sexual Assault & Domestic Violence, Meals-on-Wheels Program, Senior Aides Program (WCCAA), Siouxland Regional Transit System Program, and Siouxland Senior Center budgets at the current fiscal year levels. Carried 4-0.

Motion by Clausen second by Welte to receive the Board of Supervisors Expense budget reduced by $8,220. Carried 4-0.

Motion by Welte second by Walish to receive the Board of Supervisors Administration budget reduced by $180. Carried 4-0.

Motion by Welte second by Walish to receive the Public Bidder budget reduced by $1,000. Carried 4-0.

Motion by Welte second by Clausen to receive the Mail Services Program budget. Carried 4-0.

Motion by Clausen second by Welte to accept the Indigent Juvenile Defense Attorneys budget. Carried 4-0.

Motion by Clausen second by Welte to receive the Risk Management Service budget. Carried 4-0.

Motion by Clausen second by Walish to receive the Townships Trustees & Clerks budget. Carried 4-0.

Motion by Clausen second by Walish to receive the Moville Senior Center budget reduced by $3,000. Carried 4-0.

Motion by Welte second by Clausen to receive the Loess Hills Grant budget. Carried 4-0.

Motion by Clausen second by Walish to receive the Anderson Trust Account budget. Carried 4-0.

Motion by Welte second by Walish to receive the Veteran Affairs Department Administration budget reduced by $360. Carried 4-0.

Motion by Welte second by Clausen to receive the Veteran Affairs Department services budget reduced by $9,400. Carried 4-0.

Motion by Welte second by Walish to receive the Planning and Zoning Department budget reduced by $3,822. Carried 4-0.

Motion by Walish second by Welte to receive the Motor Vehicle Program budget reduced by $446. Carried 4-0.

Motion by Walish second by Welte to receive the Tax Program budget reduced by $7,000. Carried 4-0.

Motion by Clausen second by Welte to receive the County Landfill Program budget. Carried 4-0.

Motion by Clausen second by Walish to receive the County Fair budget reduced by $475. Carried 4-0.

Motion by Walish second by Welte to receive the 405a State Allocation Funding (Rural Assistance) budget. Carried 4-0.

Motion by Clausen second by Walish to receive the County Library budget. Carried 4-0.

Motion by Welte second by Walish to receive the Juvenile Detention budget reduced by $8,475. Carried 4-0.

Motion by Walish Second by Welte to receive the Intake Services budget reduced by $7,654. Carried 4-0.

Motion by Clausen second by Walish to receive the JAIB Grant budget. Carried 4-0.

The Board adjourned the regular meeting until December 4, 2001.
