DECEMBER 4, 2001TWENTY-SECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, December 4, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Clausen second by Welte to approve the Board minutes of November 27, 2001 as submitted. Carried 4-0, Batcheller abstained.

The Board approved the appointment of Eva L. Lambert, Custodian, Building Services Dept., @$8.99/hour, effective 12-05-01. Job vacancy Posted: 9-19-01. Entry Level Salary: $8.99/hour. Copy filed.

The Board approved the appointment of Kay R. Wagner, Real Estate/Drainage Clerk II, County Auditor/Recorder Dept., @$9.91/hour, effective 12-05-01. Job Vacancy Posted: 9-19-01. Entry Level Salary: $9.19/hour. Copy filed.

The Board approved the appointment of Lori A. Winge, Lead Jail Nurse, County Sheriff Dept., @$16.94/hour, effective 12-10-01. Job Vacancy Posted: 9-28-01. Entry Level Salary: $16.94/hour. Copy filed.

The Board approved the appointment of Timothy Mech, Correctional Officer, County Sheriff Dept., @$13.24/hour, effective 12-10-01. Job Vacancy Posted: 9-19-01. Entry Level Salary: $13.24/hour. Copy filed.

Motion by Welte second by Walish to place a freeze on hiring in Woodbury County. Carried 5-0.

The Board discussed the Community Development and Housing Needs Assessment with Fran Sadden of Siouxland District Health.

Motion by Walish second by Clausen to approve and adopt the Community Development and Housing Needs Assessment. Carried 4-1, Batcheller opposed. Copy filed.

Motion by Welte second by Batcheller to approve and authorize the Chairman to sign the Certificate of Completion for Project LC-01(4)73-97. Carried 5-0. Copy filed.

Motion by Walish second by Batcheller to approve and authorize the Chairman to sign the Certificate of Completion for Project LP-00(1)73-97. Carried 4-0, Clausen abstained. Copy filed.

Motion by Batcheller second by Welte to approve contract with Calhoun-Burns and Associates, Inc., West Des Moines, IA, for 2001-02 Bridge Inspection and Rating Program, per recommendation of the county engineer. Carried 5-0. Copy filed.

The public hearing for vacation of a section of Garner Avenue in Banner Township was held at 10:20 A.M. The Chairman called on anyone wishing to be heard on said road vacation.

Wesley Roeschke, 2520 140th Street, spoke in favor of the vacation petition. Leroy Boggs and Carla Boggs and their daughter Darla of 1437 Garner Avenue, Moville; Gregory Manker, 422 Ash, Moville; Leroy Peterson, Sioux City; and Walt Reinhold, 2375 120th, spoke against the petition.

Motion by Clausen second by Batcheller to close the public hearing on the road vacation. Carried 5-0.

Motion by Batcheller second by Walish to dismiss a petition to vacate a section of Garner Avenue in Banner Township. Carried 5-0.

The consensus was to ask the county engineer to study the road and bring a recommendation back to the Board.

Dennis Wolf from Western Iowa Tech Community College gave a presentation on Workforce Investment Act in Region XII.

Dennis Wolf gave a report on Promise Jobs activity by county in Service Delivery Region 12 (SDR 12).

Motion by Walish second by Clausen to receive the reports on Workforce Investment and Promise Jobs programs. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board recessed for five minutes.

Motion by Welte second by Walish to rescind the hiring freeze motion to place the item on the agenda next week. Carried 5-0.

The Board reviewed the following budget items.

County Auditor

Motion by Clausen second by Batcheller to delete the position in the Recorders office that was not funded last year. Carried 5-0.

Motion by Batcheller second by Welte to receive the Recorder Administration & Services Program budget reduced by $40,560. Carried 5-0.

Motion by Welte second by Clausen to receive the Auditor Administration Program budget reduced by $2,643. Carried 5-0.

Motion by Batcheller second by Walish to receive the Election Administration Program budget reduced by $424,000. Carried 5-0.

Motion by Clausen second by Batcheller to receive the General Primary Election Program budget. Carried 5-0.

Motion by Welte second by Clausen to receive the General Election Program budget. Carried 5-0.

Motion by Clausen second by Welte to receive the School Elections Program budget. Carried 5-0.

Motion by Clausen second by Welte to receive the Special Elections Program budget. Carried 5-0.

Motion by Clausen second by Welte to receive the City General Election budget. Carried 5-0.

Motion by Welte second by Walish to receive the City Primary Election budget. Carried 5-0.

Motion by Welte second by Walish to receive the Record Management Program budget. Carried 5-0.

The Board recessed at 12:00 Noon for lunch.

The Board reconvened the regular meeting at 1:00 P.M.

Emergency Programs

Motion by Batcheller second by Welte to receive the Fund 760 Supplement Program budget reduced by $1,848. Carried 5-0.

Motion by Clausen second by Batcheller to receive the Emergency Tax Allotment budget reduced by $8,598. Carried 5-0.

Motion by Welte second by Walish to receive the Animal Control budget. Carried 5-0.

Motion by Walish second by Batcheller to receive the EMS Loan Program budget. Carried 5-0.

Motion by Walish second by Batcheller to receive the EMS Training Fund Program budget. Carried 5-0.

Human Resources Department

Motion by Batcheller second by Clausen to receive the Human Resources Department budget reduced by $44,403. Carried 5-0.

Conservation Department

Motion by Batcheller second by Walish to receive the Conservation Administration budget reduced by $46,700. Carried 5-0.

Motion by Walish second by Clausen to receive the Parks & Conservation Areas budget. Carried 5-0.

Motion by Batcheller second by Welte to receive the Little Sioux Park budget reduced by $2,135. Carried 5-0.

Motion by Welte second by Walish to receive the Conservation Naturalist Program budget reduced by $590. Carried 5-0.

Motion by Welte second by Clausen to receive the Bigelow Park budget reduced by $2,153. Carried 5-0.

Motion by Clausen second by Batcheller to receive the Nature Center budget. Carried 5-0.

Motion by Welte second by Walish to receive the Environmental Protection (Supplement) budget, the Resource Enhancement (REAP) budget, the Conservation Acquisitions budget, the Nature Center Gift Shop budget and the Nature Center Project budget. Carried 5-0.


Siouxland District Health Department

Motion by Batcheller second by Clausen to receive the Siouxland District Health budgets reduced by $20,000. Carried 4-1, Boykin opposed.

Motion by Welte second Walish to reduce the Board Expense budget by an additional $6,000. Carried 5-0.

The Board adjourned the regular meeting until December 11, 2001.
