MARCH 5, 2002THIRTY-FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 5, 2002 at 9:00 A.M. Board members present were Boykin, Clausen, Walish and Welte, Batcheller was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Welte to approve the Board minutes of February 26, 2002 as submitted. Carried 4-0.

Motion by Boykin second by Welte to approve and authorize the Chairman to sign Medical Examiner Agreement commencing January 1, 2002 through December 31, 2004. Carried 4-0. Copy filed.

Motion by Welte second by Walish to approve Iowa Department of Transportation Unified Certification Program (UCP) Agreement, per recommendation of the county engineer. Carried 4-0. Copy filed.

Motion by Welte second by Boykin to approve and authorize the Chairman to sign Renewal Class C Beer Permit and Sunday Sales Privilege for Salix Grocery, 1556 275th St., Salix, IA. Carried 4-0. Copy filed.

Motion by Boykin second by Walish to approve Preliminary Plats for Bakers Acres Subdivision submitted by Mr. and Mrs. E.B. Baker, per recommendation of the Zoning Commission subject to the inclusion of a paving agreement. Carried 4-0. Copy filed.

Mark Olson, Juvenile Detention Director, presented 2001 Juvenile Detention Annual Report.

Motion by Welte second by Walish to receive the 2001 Juvenile Detention Annual Report. Carried 4-0. Copy filed.

Motion by Walish second by Welte to approve and receive for signatures a resolution proclaiming March 2002 as Mental Retardation Awareness Month. Carried 4-0.

RESOLUTION NO. 9456

PROCLAMATION

IN SUPPORT OF MENTAL RETARDATION AWARENESS MONTH


WHEREAS, mental retardation is a condition, which today affects more than 7 million American
children and adults and their families, many of whom wait on long lists for needed
services and support; and

WHEREAS, the most effective weapons for alleviation of the serious problems associated with
mental retardation are public knowledge and understanding; and

WHEREAS, the potential for citizens with mental retardation to function more independently and
productively must be fostered; and

WHEREAS, during the month of March, over 2,500 members through the local chapters of The Arc
of Iowa, a statewide organization on mental retardation, are forging vital employment,
educational, and fund-raising campaigns under private sector initiatives; and

WHEREAS, Woodbury County is celebrating 49 years of service to families and individuals;

THEREFORE, The Woodbury County Board of Supervisors do hereby proclaim

MENTAL RETARDATION AWARENESS MONTH


in Woodbury County, Iowa, and urge the citizens give full support of efforts toward enabling people with mental retardation to live productive lives and achieve their potential.

SO RESOLVED THIS 5th day of March, 2002.

Fran Sadden of Siouxland District Health announced that Siouxland District Health was the recipient of $633,000.00 of grant funds for the renovation of the Metz Building when it is purchased.

Motion by Boykin second by Walish to set a public hearing for the authorization to approve capitol loan notes. Carried 4-0.

Motion by Welte second by Boykin to authorize the Chairman to sign an offer to buy the Metz property to be offered March 13, 2002. Carried 4-0.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board recessed the regular meeting until 10:50 a.m. to convene as the Woodbury County Courthouse Foundation Board of Directors Meeting.

The Board reconvened after the Courthouse Foundation Meeting to discuss homework material.

The Board adjourned until March 12, 2002.
