MAY 28, 2002FORTY SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 28, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Welte to approve the Board minutes of May 21, 2002 as submitted. Carried 5-0.

The Board approved the reclassification of April A. Nelson, Legal Secretary III, County Attorney, @$15.00/hr., effective 6-04-02. Per AFSCME Cthouse, Contract agreement, from Grade 6, Step 4 to Grade 6, Step 5. Copy filed.

The Board denied the separation of Todd A. Trobaugh and Christopher P. Jansen, Deputy Sheriffs, County Sheriff Department, effective 6-30-02, positions unfunded/ layoff. Boykin, Walish and Welte voted to deny and Clausen and Batcheller voted to approve the separation.

There was no action taken to appoint to the Woodbury County Civil Service Commission.

The Board discussed a petition for suspension of taxes through the redemption process for Parcel #437385.

Motion by Batcheller second by Walish to approve and authorize the Chairman to sign Resolution No. 9572 approving the petition for suspension of taxes through the redemption process for Parcel #437385. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS

WHEREAS, Louis G. & Grace M. Blunk, as joint titleholder of real estate located at 232 Dorman Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

Parcel #437385

Lots Nineteen (19) and Twenty (20) Block Fifteen (15) Riverview 2nd Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Louis G & Grace M. Blunk, as joint titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem parcel # 437385 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Motion by Batcheller second by Welte to authorize the Chairman to sign Contract for Project FM-CO97(5655-97 with Irving F. Jensen Co., Inc. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to approve and authorize the Chairman to sign Certificate of Completion for Project L-78873-97. Carried 5-0. Copy filed.

The Board discussed processing and proposed fee schedule for Utility Accommodation Permits.

Mark Olsen, Director, Woodbury County Juvenile Detention Center, and John Calhoun, Siouxland Human Investment Partnership, discussed Woodbury County Interagency Agreement for Family Information Data Sharing System (FIDSS) with the Board.

Motion by Welte second by Batcheller to approve Woodbury County Interagency Agreement, FIDSS Pilot Project. Carried 5-0. Copy filed.

The Board discussed jail food contract.

The Public Hearing on Budget Amendment #2 was held at 10:30 A.M. The Chairman called on anyone wishing to be heard on said Budget Amendment #2.

Motion by Boykin second by Batcheller to close the Public Hearing on Budget Amendment #2 as there was no one present wishing to be heard. Carried 5-0.

Motion by Batcheller second by Walish to approve and authorize the Chairman to sign Budget Amendment #2. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to approve FY03 Renewal for Local Public Health Services Contract. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until June 4, 2002.
