AUGUST 13, 2002SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 13, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Jean Jessen, Deputy/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Walish to approve the Board minutes of August 6, 2002 as submitted. Carried 5-0.

The Board approved the appointment of David A. Dawson, Assistant County Attorney, County Attorney Department, @$43,205/year, effective 8-19-02. Job Vacancy Posted: 4-26-02. Entry Salary Range: $39,100 - $45,312/year. Copy filed.

Motion by Batcheller second by Walish to approve and authorize the Chairman to sign Notice to Terminate Farm Tenancy. Carried 5-0. Copy filed.

Motion by Batcheller second by Boykin to approve and receive for signatures Resolution No. 9588 thanking and commending Patrick C. Murphy for his years of service to Woodbury County. Carried 5-0.

A RESOLUTION THANKING AND COMMENDING
PATRICK C. MURPHY

FOR HIS SERVICE TO WOODBURY COUNTY

WHEREAS, Patrick C. Murphy has capably served Woodbury County as an employee of the Woodbury County Building Services Department from October of 1988 to August 2002; and

WHEREAS, the service given by Patrick C. Murphy as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Patrick C. Murphy for his years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Patrick C. Murphy; and

BE IT SO RESOLVED this 13th day of August, 2002.

Motion by Boykin second by Batcheller to authorize Chairman to sign Iowa Department of Transportation Agreement for Transportation Enhancement Program Project, Project No. STP-E-C097(40)8V-97, per recommendation of the county engineer. Carried 5-0. Copy filed.

Motion by Welte second by Boykin to approve and authorize the Chairman to sign Order Accepting Acknowledgement/Settlement Agreement In Re: Shop and Go, 1863 Hwy. 141, Sloan, IA. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

John Jung addressed the Board with his concerns on the county employees not participating with some of the health insurance costs and questioned the countys self-insured status.

John Jungs second issue was the $25,000 settlement of a recent gender harassment lawsuit against County Auditor Pat Gill, brought by Patty Erickson-Puttmann, county social services coordinator.

Wes Ruske of rural Moville addressed the Board with his concerns on the countys care of Garner Avenue.

Motion by Boykin second by Batcheller to go into Executive Session per Iowa Code Section 21.5(1)(C). Carried 5-0 on roll call vote.

Walish excused himself at 11:30 a.m.

Motion by Welte second by Boykin to accept the recommendation discussed during the closed session. Carried 4-0 on roll call vote.

The Board adjourned the regular meeting until August 20, 2002.
