MARCH 11, 2003THIRTY-SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, March 11, 2003 at 9:00 A.M. Board members present were Boykin, Clausen, Walish and Welte; Batcheller was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Boykin to approve the Board minutes of March 4, 2003 as submitted.
Carried 4-0.

Motion by Boykin second by Clausen to approve the minutes of the Executive Session of March 4, 2003
as submitted. Carried 4-0.

The Board approved the position of Elizabeth A. Peterson, F/T Youth Worker, Juvenile Detention Dept., @$15.16/hour, effective 3-12-03. From Part-time to Full-time position at Current Salary, due to In-House Vacancy Posted 2-26-03. Copy filed.

The Board approved the transfer of Lori A. Morgan, Legal Secretary III, County Attorney Dept., @$13.10/hour, effective 3-26-03. Job Vacancy Posted: 2-12-03. Entry Level Salary: $12.60/hour. Transfer per AFSCME Cthouse. Contract, from Grade 3, Step 4 to Grade 6, Step 2. Copy filed.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign the authorization to initiate hiring process for a P/T Female Youth Worker, Juvenile Detention Dept., AFSCME J.D.: $12.03/hour, and for a Payroll Clerk II, County Auditor/Recorder, AFSCME Cthouse.: $10.26/hour. Carried 4-0. Copy filed.

J.D. Pellersels, Human Resource Director, gave an update on Woodbury County Law Enforcement Center environmental project.

Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a renewal application for a Class A Liquor License and Sunday Sales Privilege for White Horse Patrol Club, 1689 Old Hwy #141, Sergeant Bluff, IA. Carried 4-0. Copy filed.

Motion by Welte second by Boykin to approve and authorize the Chairman to sign a renewal application for a Class C Beer Permit and Sunday Sales Privilege for Salix Grocery, 1556 275th St., Salix, IA. Carried 4-0. Copy filed.

Motion by Boykin second by Clausen to receive Commissioner of Veterans Affairs Quarterly Report for the quarter ending December 31, 2002. Carried 4-0. Copy filed.

Motion by Clausen second by Boykin to approve tax abatements, per recommendation of the county treasurer, for the following:

1) Dennis E. & Dianne Sorensen, parcel included in Slough Bill for tax exemption, Parcel 751726
2) Dave Dardis dba Daves Shooting Park Lessee, demolished building on leased land, Parcel 582286
3) Carolyn Sue Vasques, building on leased land for junked mobile home, Parcel 984041

Carried 4-0. Copy filed.

The Public Hearing for FY 2003-2004 County Budget was held at 10:15 a.m. The Chairman called on anyone wishing to be heard on said FY 2003-2004 County Budget.

Motion by Clausen second by Boykin to close the public hearing as there was no one present wishing to be heard. Carried 4-0.

Motion by Clausen second by Boykin to approve FY 2003-2004 County Budget as published. Carried 4-0. Copy filed.

There was a discussion of Statewide Tax increment renewal plan.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until March 18, 2003.
