APRIL 22, 2003FORTY-SECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 22, 2003 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Batcheller to approve the Board minutes of April 15, 2003 as submitted. Carried 5-0.

The Board approved the appointment of Kenneth E. Grimes, Correctional Officer, County Sheriff Dept., @$13.70/hour, effective 4-23-03. Job Vacancy Posted: 3-05-03. Entry Level Salary: $13.70/hour. Copy filed.

The Board approved the separation of Scott A. Heide, Correctional Officer, County Sheriff Dept., effective 4-25-03. Resignation. Copy filed.

The Board approved the appointment of John W. Sanders, Jr., Correctional Officer, County Sheriff Dept., @$13.70/hour, effective 5-12-03. Job Vacancy Posted: 3-05-03. Entry Level Salary: $13.70/hour. Copy filed.

Motion by Welte second by Boykin to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Correctional Officer, County Sheriff Dept. DSA Entry: $13.70/hour. Carried 5-0. Copy filed.

J.D. Pellersels, Human Resource Director, gave an update on the status of the corrective measures taking place at the Law Enforcement Center and related costs.

The update and recommendations from First Administrators pertaining to the Countys self-funded health insurance program was postponed.

Motion by Boykin second by Batcheller to approve and authorize the Chairman to sign a resolution for tax suspension for W.N. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES

WHEREAS, William L. Nemesio, as titleholders of real estate located at 2005 W. 14th Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

Tct in SE Corner 99.8 Ft on South by 94.25 Ft on Except by 65.95 Ft on North by 91 Ft on West Outlot A Block Eleven (11) Coe 2nd Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, William L. Nemesio as titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

SO RESOLVED this 22nd day of April, 2003.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on
the 6th Day of May, 2003, at 10:15 o'clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 6th Day of May, 2003, immediately
following the closing of the public hearing.

3. That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $ 555.00 plus recording
fees.

4. That this resolution, preceded by the caption 'Notice of Property Sale'
and except for this subparagraph 4 be published as notice of the
aforesaid proposal, hearing and sale.

room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 6th Day of May, 2003, immediately
following the closing of the public hearing.

3. That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $ 513.00 plus recording
fees.

The Board discussed with Michelle Streck the Vision Iowa/CAT Program pertaining to the new Sergeant Bluff Recreational Complex.

Motion by Boykin second by Welte to approve an expenditure of $5,000.00 from the infrastructure fund conditional upon a successful application to the Vision Iowa/CAT program by the City of Sergeant Bluff for the Sergeant Bluff Recreational Complex. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Cal Tyer of the Woodbury County Fair discussed some funding issues with the Board. He was asked to bring a written proposal to the Board.

Mike Neswick discussed the jail decision process with the Board.

Mr. Batcheller discussed the lack of a cable television broadcast with the Board.

The Board adjourned the regular meeting until April 29, 2003.
