NOVEMBER 6, 2007FORTY-FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 6, 2007 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Monson second by Batcheller to approve the Board minutes of the October 30, 2007 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the transfer of Deborah Fuller, Full-time Youth Worker, Juvenile Detention, to Victim/Witness Coordinator position, effective 11/13/2007. Copy filed.

The Board approved the appointment of Deborah Fuller, Victim/Witness Coordinator, County Attorney Dept., $14.34/hour, effective 11/14/2007. Job vacancy posted 09/25/2007. Entry-level wage: $14.34. Copy filed.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign an Authorization To Initiate Hiring Process for an In-house, Full-time, Female Youth Worker, Juvenile Detention Dept. Entry level: AFSCME J.D., $13.94/hour, or current wage. Copy filed.

Debra Wilke, 4567 250th St. requested that the Board direct the county engineer to install a stop sign for east bound traffic on Route D-22 at the intersection of Route L-21.

Motion by Batcheller second by Clausen to receive and approve the recommendation from the county engineer not to install a stop sign at the intersection of County Route D-22 (a.k.a. 160th Street) and Route L-21 (a.k.a. Lee Avenue). Carried 4-1, Boykin opposed.

Motion by Boykin to install a warning sign for east bound traffic on Route D-22 at the intersection of Route L-21 died for the lack of a second.

Motion by Batcheller second by Monson to receive and approve a quote from Kooiker, Incorporated, LeMars, Iowa, for the repair of bridge #C-280 in section 18 Rutland Township, a tributary of McElhaney Creek, in the amount of $31,900.00, per recommendation by the County Engineer. Carried 5-0. Copy filed.

The Board discussed with Patty Erickson-Puttmann, installing wire baskets under the Courthouse sidewalk, to protect wires and cables strung from the ceiling.

Option #1: Wire trays $1,272.00, not including hardware for hanging or installation. This option would require Building Services to install.

Option #2: Price for trays, hardware, and installation totals $2,850.00.

Motion by Batcheller second by Monson to approve Option #2. Carried 4-1, Clausen opposed.

Motion by Boykin second by Monson to fund the expenditure from the Courthouse Preservation Fund. Carried 5-0.

Gary Brown presented the Board with an update on the Security Institute Building.

There was a consensus to provide funding, not to exceed $317,500, for the countys share of furniture, equipment, and moving expenses for the Security Institute Building.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

There was no appeal of a general relief decision by T.H. as the result of the nonappearance of the appealing party.

The Board adjourned the regular meeting until November 13, 2007.
