JANUARY 20, 2009FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, January 20, 2009 at 9:00 a.m. Board members present were Clausen, Monson, Smith, and Walish; Boykin was absent. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney/Board Legal Counsel, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

The Board canvassed the Drainage Ditch Elections held on January 17, 2009, presented by Victoria L. Ritz, Deputy Commissioner of Elections. There were no absentee or after-election ballots to be counted.

For the office of Trustee, Sub District #2 for the Farmers Drainage District, there were two-hundred and fifty-eight (258) ballots cast as follows:

Roger Rand received 258 votes
Write-Ins received 0 votes

Roger Rand was duly elected to the office of Trustee, Farmers Drainage Ditch Sub District #2 for the term of three (3) years.

For the office of Trustee, Sub District #2 for the Garretson Drainage District, there were two-hundred and fifty-eight (258) ballots cast as follows:

Roger Rand received 258 votes
Write-Ins received 0 votes

Roger Rand was duly elected to the office of Trustee, Garretson Drainage Ditch Sub District #2 for the term of three (3) years.

Motion by Walish second by Monson to receive the Farmers and Garretson Drainage Ditch election canvasses. Carried 4-0.

Board of Supervisors meeting was called to order.

Motion by Walish second by Monson to approve the Board minutes of the January 13, 2009 meeting as submitted. Carried 4-0. Copy filed.

The Board approved the transfer of Eileen C. Whitehouse, Tax Clerk II, County Treasurer Dept., $16.11/hour, effective 01/23/2009. Transfer Clerk II Real Estate to Clerk II Tax. Job vacancy posted 12/02/2008 to 12/12/2008. Copy filed

Motion by Monson second by Smith to approve and authorize the Chairman to sign an Authorization to Initiate Hiring Process form for:

Clerk II Real Estate, County Auditor/Recorder Dept. Entry level: AFSCME Courthouse Grade 3, $12.56/hour. Carried 4-0. Copy filed.

Motion by Monson second by Walish to appoint Matt Topf, 2074 Highway 141, Sloan, IA as Sloan Township Trustee until the next General Election. Carried 4-0.

Motion by Monson second by Walish to appoint Kay Ping, 710 Brown Street, Box 66, Sloan, IA as Sloan Township Clerk until the next General Election. Carried 4-0.

The Board reviewed final platting for Fixsel Addition Subdivision (a Minor Subdivision) with John Pylelo, Planning and Zoning Administrator.

Motion by Monson second by Walish to approve the final platting for Fixsel Addition Subdivision and forward it to the Zoning Commission for review and recommendations. Carried 4-0.

The Board reviewed final platting for Engelking Addition Subdivision (a Minor Subdivision) with John Pylelo, Planning and Zoning Administrator.

Motion by Walish second by Smith to approve the final platting for Engelking Addition Subdivision and forward it to the Zoning Commission for review and recommendations. Carried 4-0.

Motion by Walish second by Clausen to approve an extension until March 27, 2009 for recording the final platting for Deer Meadow Estates Addition Subdivision, as requested by John Pylelo. Carried 4-0.

Motion by Monson second by Walish to receive and authorize signatures on four original final plan title sheets for the Secondary Roads facility at Moville, Iowa, as submitted by County Engineer Mark Nahra. Carried 4-0. Copy filed.

Various County department budgets were received for fiscal year 2010, as follows:

Motion by Walish second by Monson to receive the WCICC budget (General Basic) as submitted. Carried 4-0.

County Auditor (General Basic)

Motion by Monson second by Walish to receive the Recorder/Vital Stats budget as submitted. Carried 4-0.

Motion by Monson second by Walish to receive the Administration budget as submitted. Carried 4-0.

Motion by Walish second by Monson to receive the Elections Administration (General Supplemental) budget as submitted. Carried 4-0.

Motion by Walish second by Smith to receive the General Primary budget as submitted. Carried 4-0.

Motion by Monson second by Walish to receive the General Election budget as submitted. Carried 4-0.

Motion by Monson second by Walish to receive the Polling Place Access budget as submitted. Carried 4-0.

Motion by Monson second by Smith to receive the School Election budget as submitted. Carried 4-0.

Motion by Walish second by Monson to receive the Special Elections budget as submitted. Carried 4-0.

Motion by Monson second by Walish to receive the City General Elections budget as submitted. Carried 4-0.

Motion by Walish second by Smith to receive the City Primary Elections budget as submitted. Carried 4-0.

Motion by Walish second by Smith to receive the Records Management 113 (Non-tax Funds) budget as submitted. Carried 4-0.

Motion by Monson second by Walish to receive the Recorders Elect. Fees 114 as submitted. Carried 4-0.

Human Resource (General Basic)

Motion by Walish second by Monson to receive the Human Resources Administration budget as submitted. Carried 4-0.

Motion by Monson second by Walish to receive the Risk Management Services (General Supplemental) budget as submitted. Carried 4-0.

Emergency Services (General Supplemental)

Motion by Walish second by Monson to receive the Administration budget as submitted. Carried 4-0.

Motion by Monson second by Smith to receive the Emergency Services Allotment budget as submitted. Carried 4-0.

Motion by Walish second by Monson to receive the Animal Control (Rural Basic) budget as submitted. Carried 4-0.

EMS Loan Fund 229 (Non-tax Funds)

Motion by Monson second by Walish to receive the revenues budget and the expenditures budget as submitted. Carried 4-0.

EMS Training 259

Motion by Monson second by Walish to receive the revenues budget and the expenditures budget as submitted. Carried 4-0.

Juvenile Detention (General Supplemental)

Motion by Monson second by Walish to receive the Juvenile Detention and Receiving Administration budget as submitted. Carried 4-0.

Motion by Walish second by Monson to receive the First Tee Program budget as submitted. Carried 3-1; Clausen opposed.

Motion by Monson second by Smith to receive the Family Protective Services budget as submitted. Carried 4-0.

There was no action taken to receive the Youth Guidance Services (General Supplemental) budget as submitted.

Mental Health Services

Motion by Monson second by Walish to receive the revenues budget as submitted. Carried 4-0.

Motion by Walish second by Monson to receive the Mental Illness budget as submitted. Carried 4-0.

Motion by Walish second by Monson to receive the Chronic Mental Illness budget as submitted. Carried 4-0.

Motion by Walish second by Monson to receive the Mental Retardation budget as submitted. Carried 4-0.

Motion by Walish second by Monson to receive the Developmentally Disabled budget as submitted. Carried 4-0.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until January 27, 2009.
