FEBRUARY 17, 2009EIGHTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, February 17, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney/Board Legal Counsel, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Board of Supervisors meeting was called to order.

Motion by Boykin second by Monson to approve the Board minutes of the February 10, 2009 meeting as submitted. Carried 4-0; Walish abstained. Copy filed.

The Board approved the separation of Carrie A. Klosterman, Secretary, County Social Services Dept., effective 02/27/2009. Resignation. Copy filed.

Motion by Boykin second by Walish to approve and authorize the Chairman to sign an Authorization To Initiate Hiring Process for:

2 Temporary Engineering Aides, Secondary Roads Dept. Entry level: $7.50-$12.50/hour, based on experience.

5 Temporary Summer Laborers, Secondary Roads Dept. Entry level: $8.00-$10.00/hour, based on experience.

Temporary Clerk, County Auditor/Recorder Dept. Entry level: Wage Plan comparable with AFSCME Courthouse Grade 3, $12.56-$13.79/hour, based on experience.

Secretary, Social Services Dept. Entry level: Wage Plan comparable with AFSCME Courthouse Grade 3, $12.56/hour.

Carried 5-0. Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign a Resolution approving petition for suspension of taxes through the redemption process for Daryl P. Leisey, 112 Bigelow Park Road, Salix, IA. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS

WHEREAS, Daryl P. Leisey as joint titleholder of a real estate located at 112 Bigelow Park Road, Salix, Woodbury County, Iowa, and legally described as follows:

Parcel #874733376004

Liberty Township Gallands Lakeview 2n D Sub Div Lot 4 City of Salix, Woodbury County, Iowa

WHEREAS, Daryl . Leisey, as joint titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem Parcel #874733376004 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

The Board discussed Time-21 legislation.

Motion by Monson second by Walish to approve and receive for signatures a letter the Iowa Legislature urging support of Time-21 legislation. Carried 5-0.

The Board discussed the fiscal year 2010 budget.

Bid letting was held at 10:25 a.m. for maintenance culvert pipe (CP-2009). The bids were as follows:

Contech Construction Products, Johnston, IA: $45,141.75

Iowa Culverts, Low Moor, IA: $49,117.20

Johnston Fargo Culvert, Inc., St. Paul, MN: $69,694.00

Metal Culverts, Inc., Jefferson City, MO: $48,379.79

Midwestern Culvert, Ltd., Ankeny, IA: $44,874.26

Northern Iowa Construction Products, Cedar Falls, IA: $48,872.90

Motion by Boykin second by Walish to receive the bids and submit them to the County Engineer for review and recommendation. Carried 5-0. Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until February 24, 2009.
