MARCH 9, 2010 — TENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

 

The Board of Supervisors met on Tuesday, March 9, 2010 at 9:00 a.m.  Board members present were Boykin, Clausen,

Monson, Smith, and Walish.  Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

 

Motion by Walish second by Clausen to go into Closed Session per Iowa Code Section 20.17 (3).  Carried 5-0 on a roll-call vote.

 

Motion by Monson second by Smith to go out of Closed Session per Iowa Code Section 20.17 (3).  Carried 5-0 on a roll-call vote.

 

The Claims were approved as presented.  Copy filed.

 

The meeting was called to order.

 

Motion by Monson second by Walish to approve the Board minutes of the March 2, 2010 meeting as submitted.  Carried 5-0.  Copy filed.

 

The Board approved the reclassification of Elizabeth A. Schermerhorn, Assistant Director, Juvenile Detention Dept., $50,470/year, effective 03/21/2010.  Per Wage Matrix 3-year level salary increase.  Copy filed.

 

The Board approved the reclassification of Ryan M. Weber, Assistant Director, Juvenile Detention Dept., $50,470/year, effective 03/21/2010.  Per Wage Matrix 3-year level salary increase.  Copy filed.

 

Motion by Walish second by Monson to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” form for:

 

(2) Temporary Summer Engineering Aides, Secondary Roads Dept. 

Entry level:  Wage Plan, $8.00-$10.00/hour, based on experience.

 

(5) Temporary Summer Laborers, Secondary Roads Dept.

Entry level:  Wage Plan, $7.50-$12.00/hour, based on experience.

 

Carried 5-0.  Copy filed.

 

J. D. Pellersels, Human Resource Director, presented the Board with a Woodbury County health insurance Wellness Program update.

 

Motion by Walish second by Smith to approve and authorize the Chairman to sign a Resolution approving petition for suspension of taxes through the redemption process for Berdena L. Roussin, 3700 28th Street, Lot 504, Sioux City, Iowa.  Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION

OF TAXES THROUGH THE REDEMPTION PROCESS

 

WHEREAS, Berdena L. Roussin.  as joint titleholders of a mobile home located at 3700 – 28th Street, Lot 504., Sioux City, Woodbury County, Iowa, and legally described as follows:

 

VIN 1468731002

  

1973 Shag Model: 65x14 Color: Green/White Sq. Ft. 910.0

 

WHEREAS, Bergena L. Roussin, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

 

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem mobile home VIN #1468731002 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

 

SO RESOLVED this 9th day of March, 2010.

Motion by Monson second by Smith to approve and receive for signatures a 12-month Class A liquor license for White Horse Patrol Club, 1689 Old Highway 141, Sergeant Bluff, Iowa, to include Sunday sales privileges, effective 04/05/2010 through 04/04/2011.  Carried 5-0.  Copy filed.

 

Lewis Byers, Soil and Water conservation, presented the Board with the 2009 Watershed Technician Report.

 

Motion by Monson second by Walish to receive the 2009 Watershed Technician Report.  Carried 5-0

 

Motion by Clausen second by Monson to award the bid for metal pipe culverts for Secondary Roads Dept. to Contech Construction Products in the amount of $56,968.24, per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

 

Bid letting was held at 10:20 a.m. for Secondary Roads Dept. project #L-W09(1)—73-97.  The bids were as follows:

 

Graves Construction, Spencer, Iowa             $146,451.00

Joy Dirt Construction, Cushing, Iowa            $136,900.24

K & L Landscaping, Sergeant Bluff, Iowa     $158,383.15

L. A. Carlson, Merrill, Iowa                          $  98,723.00

Nelson Rock Contracting, Onawa, Iowa       $109,993.00

Peterson Construction, Reinbeck, Iowa         $185,320.00

 

Motion by Clausen second by Walish to receive the bids and submit to the county engineer for review and recommendation.  Carried 5-0.  Copy filed.

 

Motion by Monson second by Walish to authorize Woodbury County Disaster and Emergency Services to apply for the Missouri River Historical Development Grant, per recommendation of Gary Brown, Disaster and Emergency Services Director.  Carried 4-0, Smith abstained.

 

A public hearing was held at 10:30 a.m. for discussion and adoption of the fiscal year 2011 County budget.

 

The Chairman called on anyone wishing to be heard.

 

James Van Bruggen of the Taxpayer’s Research Council offered comments on the budget and the process.

 

Motion by Clausen second by Monson to close the hearing.  Carried 5-0.

 

Motion by Walish second by Clausen to receive the report of the compensation board schedule.  Carried 5-0

 

Motion by Walish second by Monson to approve the fiscal year 2011 County budget.  Carried 5-0.

 

The Board discussed an alternative location for a Southbridge area interchange.

 

Doug Gross representing the City of Salix offered comments on a proposed study of the location of the Southbridge area interchange.

 

Dan Lee, 1405 260th Street, Salix, offered comments on the proposed study.

 

Motion by Walish second by Monson to oppose the proposed study of the location of an interchange in the Southbridge Area at this point in time.  Carried 4-1, Clausen opposed.

 

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

 

The Board adjourned the regular meeting until March 16, 2010.
