MAY 25, 2010 — TWENTY-FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

 

The Board of Supervisors met on Tuesday, May 25, 2010 at 9:00 a.m.  Board members present were Boykin, Clausen, Monson, Smith, and Walish.  Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/ Clerk to the Board.

 

The Claims were approved as presented.  Copy filed.

 

The meeting was called to order.

 

Motion by Monson second by Clausen to approve the minutes of the May 18, 2010 Board meeting.  Carried 5-0.  Copy filed.

 

Motion by Walish second by Smith to approve the minutes of the May 17, 2010 special Board meeting.  Carried 5-0.  Copy filed.

 

The Board approved the appointment of Kyle A. Grieme, Secondary Roads Dept., $9.00/hour, effective 05/26/2010.  Not to exceed 120 days.  Copy filed.

 

The Board approved the appointment of Jeffrey M. Grell, Secondary Roads Dept., $8.50/hour, effective 05/26/2010.  Not to exceed 120 days.  Copy filed.

 

The Board approved the appointment of Drew A. Conover, Secondary Roads Dept., $8.50/hour, effective 05/26/2010.  Not to exceed 120 days.  Copy filed.

 

The Board approved the appointment of Lucas K. Sohm, Secondary Roads Dept., $8.00/hour, effective 05/26/2010.  Not to exceed 120 days.  Copy filed.

 

The Board approved the reclassification of Lisa L. Anderson, H. R. Clerk II, Human Resources Dept., $13.57/hour, effective 06/01/2010.  Per Wage Plan comparability with AFSCME Courthouse contract.  Copy filed.

 

The Board approved the reclassification of Jerry J. Saltzman, Lead Custodian, Building Services Dept., $14.30/hour, effective 06/10/2010.  Per AFSCME Courthouse contract agreement, from Grade 2, Step 3 to Grade 2, Step 4.  Copy filed.

 

The Board approved the reclassification of Danielle M. Schager, Part-time Youth Worker, Juvenile Detention Dept., $18.84/hour, effective 06/11/2010.  Per AFSCME Juvenile Detention contract agreement, from Grade 1, Step 3 to Grade 1, Step 4.  Copy filed.

 

The Board approved the separation of Roger L. Milligan, Assistant to Engineer/Operations, Secondary Roads Dept., effective 06/30/2010.  Retirement.  Copy filed.

 

Motion by Smith second by Walish to approve retiring employee, Roger Milligan, remain on the County health insurance plan for his wife, supplemental health insurance with United Healthcare through County sponsorship, and the County’s dental insurance for himself and his spouse, at his own expense.  Carried 5-0.

 

Motion by Walish second by Smith to appoint Mark Monson as Woodbury County representative on the Western Iowa Tourism Region Board.  Carried 5-0.

 

The Board discussed a $2,000.00 grant to Richard Miller III, for the development of his local business, Pureside Organic Cooking Oils, with Rob Marqusee, Rural Economic Development Director.

 

Motion by Smith second by Monson to approve a $2,000.00 grant to Richard Miller III, Pureside Organic Cooking Oils.  Carried 5-0.

 

A public hearing was held at 10:15 a.m. for budget amendment #1 for the fiscal year 2010 County budget.  The Chairman called on anyone wishing to be heard.

 

Motion by Walish second by Monson to close the hearing.  Carried 5-0.

 

Motion by Clausen second by Smith to approve and authorize the chairman to sign the budget amendment #1 for the fiscal year 2010 County budget.  Carried 5-0.

 

A public hearing was held at 10:16 a.m. for the sale of property parcel #329220 (aka 3501 10th Street).  The Chairman called on anyone wishing to be heard.

 

Motion by Clausen second by Monson to close the hearing.  Carried 5-0.

 

Mike Gries bid $290.00.

 

Motion by Walish second by Monson to accept the bid of $290.00 from Mike Gries, plus recording fees, for property parcel #329220 (aka 3501 10th Street).  Carried 5-0.

 

RESOLUTION OF THE BOARD OF SUPERVISORS

 OF WOODBURY COUNTY, IOWA:

RESOLUTION #10,669

 

     BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

 

By  Michael Gries_____in the sum of Two Hundred Ninety & 00/100 ($290.00)-----------------------------------------------------dollars.

 

For the following described real estate, To Wit:

 

Parcel #329220

            Lot Seven (7), Eight (8) Block Thirty-Two (32) Longview Addition,  City of Sioux

          City, Woodbury County, IA

          (3501 10th Street)

 

Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said Real Estate.

 

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.

 

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes.  Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

 

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Walish second by Smith to approve and authorize the Chairman to sign three underground utility permits for CT Communications, for work on Osceola Avenue, Danbury, 110th Street, Sioux City, and 335th Street, Danbury, per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

 

Motion by Smith second by Monson to approve and authorize the Chairman to sign an underground utility permit for Gelita North America for work on Port Neal Industrial Road, Sergeant Bluff, per recommendation of the County Engineer.  Carried 5-0.  Copy filed.

 

Motion by Walish second by Smith to approve and authorize the Chairman to sign an underground utility permit for Woodbury County REC, for work in Lakeport Township, per recommendation of the County Engineer.  Carried 5-0.  Copy filed.

 

Motion by Clausen second by Monson to approve and authorize the Chairman to sign a permit to work within the right-of-way for Troy Calhoun, for work on Charles Avenue, per recommendation of the County Engineer.  Carried 5-0.  Copy filed.

 

Motion by Clausen second by Walish to award the bid for a new sign truck for fiscal year 2010, Secondary Roads Dept., to Barry Motors, Danbury, Iowa, in the amount of $37,418.00, per recommendation of the County Engineer.  Carried 5-0.

 

Motion by Walish second by Smith to approve and authorize the Chairman to sign a payment voucher for IDOT materials inspection for project #BRS-CO97(63)—60-97, per recommendation of the County Engineer.  Carried 5-0.  Copy filed.

 

Motion by Walish second by Monson to postpone action to award project #BROS-CO97(106)—8J-97 and to approve a contract and bond for project #BROS-CO97(106)—8J-97.  Carried 5-0.

 

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

 

The Board adjourned the regular meeting until June 1, 2010.
