MAY 29, 2012 — FOURTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, May 29, 2012 at 10:00 a.m.  Board members present were Monson, Tripp, Boykin, Clausen, and Smith.  Staff members present were Heather Satterwhite, Public Bidder, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 

      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Tripp to approve the minutes of the 05/22/2012 Board meeting.  Carried 5-0.  Copy filed.

The Board approved the reclassification of Steven Koetters, Maintenance Painter, Building Services Dept., effective 06-09-12, $15.28/hour, 6.5%/$.93/hour.  Per AFSCME Courthouse Contract agreement, from Grade 2/Step 3 to Grade 2/Step 4.  Copy filed.
 
Motion by Clausen second by Smith to take action on travel policy.  Failed 2-3; Boykin, Monson and Tripp opposed.

Motion by Monson second by Tripp to re-refer travel policy to Human Resources for another draft.  Carried 5-0.

Motion by Monson second by Tripp to approve and receive for signatures a Resolution thanking and commending retiring County employee Robert Aspleaf for his years of service to the County.  Carried 5-0.

A RESOLUTION THANKING AND COMMENDING
ROBERT ASPLEAF
FOR HIS SERVICE TO WOODBURY COUNTY

WHEREAS, Robert Aspleaf has capably served Woodbury County as an employee of the Woodbury County Sheriff’s Department  for 27 years from March 19, 1985 to June 22, 2012; and

WHEREAS, the service given by Robert Aspleaf as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Robert Aspleaf  for his years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Robert Aspleaf.

WHEREAS, Robert Neustrom has capably served Woodbury County as an employee of the Secondary Road’s Department  for 38 years from October 1, 1974 to June 22, 2012; and

WHEREAS, the service given by Robert Neustrom as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Robert Neustrom  for his years of service to Woodbury County; and

Motion by Tripp second by Clausen to approve and authorize the Chairman to sign a Resolution approving tax abatement for Tonya Hanika, Parcel #9712457, Sioux City.  Carried 5-0.

RESOLUTION APPROVING ABATEMENT OF TAXES

WHEREAS, Tonya L. Hanika is the titleholder of a mobile home located in Woodbury County, Iowa.

WHEREAS, the abovestated mobile home has taxes payable for 2009-10, 2010-11 and 2011-12, and the mobile home is owned by Tonya L. Hanika

WHEREAS, these taxes are uncollectable or impractical to purse collection through personal judgment or tax sale

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above mobile home according to Code of Iowa, 435.25 and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

Motion by Boykin second by Clausen to approve and authorize the Chairperson to sign Budget Amendment #4 FY 2012.  Carried 4-1; Tripp opposed.

A public hearing was held at 10:20 a.m. for the sale of property parcel #407625 (3422 Grandview Blvd, Sioux City). 

The Chairman called on anyone wishing to be heard.
      
Motion by Monson second by Clausen to close the hearing.   Carried 5-0.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

NOW THEREFORE,
 
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on
the  12th Day of June, 2012 at 10:15 o’clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
     
2.  That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 12th Day of June, 2012,  immediately        
following the closing of the public hearing.
     
3.   That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $136.00 plus recording fees.

Motion by Boykin second by Monson to approve recommendation to Contract with Suter for New Air Handler in Motor Vehicle Area.  Carried 5-0.

Motion by Monson second by Boykin to receive bids on Fireproofing Roof in Sub-Basement of Courthouse and to refer to Building Services for review and recommendation.  Carried 5-0.

Motion by Clausen second by Monson to refer bids on Carpeting as a group the Clerk of courts Office in LEC, jail Administration, Moto Vehicle Area, Second Floor Juvenile Court/Courtrooms, Juvenile Court Services Area and Juvenile Court Classroom in Trosper-Hoyt to Building Services for review and recommendation.  Carried 5-0.

Motion by Tripp second by Monson to postpone action on Weather Strip Domes in entrances of LEC.  Carried 5-0.

Motion by Tripp second by Boykin to postpone action to replace Controls for Computer to run temperatures in Courthouse and work on the Air Handlers and controls for the LEC.  Carried 5-0.

Motion by Clausen second by Monson to refer bids on Remolding the Passenger Elevator in Trosper-Hoyt to Building Services for review and recommendation.  Carried 5-0.

Motion by Monson second by Tripp to approve the subcontract with a consultant for services to finish the County’s Local Multi-Jurisdictional Hazard Mitigation Plan per recommendation of Dwight Lang, SIMPCO.  Carried 5-0.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Motion by Clausen second by Monson to accept the resignation of Frank Gray from Woodbury County Conservation Board.  Carried 5-0.

Tour of Social Services:  Courthouse Basement, 5th Floor Courthouse, and County Building on Tri-View Ave.

The Board adjourned the regular meeting until June 5, 2012.
