JULY 24, 2012 — THIRTYTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, July 24, 2012 at 10:00 a.m.  Board members present were Monson, Clausen, Boykin, Tripp, and Smith.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 
      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Boykin to approve the minutes of the 07/17/2012 Board meeting.  Carried 5-0.  Copy filed.

Motion by Tripp second by Boykin to approve the reclassification of Valerie Ping, Appointed % Deputy-License M.V., County Treasurer Dept., effective 07-01-12, $57,470/year, 5%=$3,831/year.  Per County Treasurer, increase from 70% to 75% Appointed Deputy; the separation of Trudy Painter, Custodian, Building Services Dept., effective 07-17-12.  Dimissed; the appointment of Cynthia Combs, Custodian, Building Services Dept., effective 07-25-12, $12.92/hour.  Job Vacancy Posted 06-20-12. Entry level Salary: $12.92/hour; and the appointment of Kimberly, Custodian, Building Services Dept., effective 07-25-12, $12.92/hour.  Job Vacancy Posted 06-20-12. Entry Level Salary: $12.92/hour.  Carried 5-0.  Copy filed.

Motion by Tripp second by Boykin to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Custodian, Building Services Dept., AFSCME Courthouse:  Grade /Step 1 to Step 3 Range:  $12.92 to $14.23/hr.  Carried 5-0.  Copy filed.
 
Motion by Monson second by Boykin to proceed on bidding County Insurances with JD Pellersels, Human Resources.  Carried 5-0.

Motion by Clausen second by Boykin to receive the Sheriff’s Civil Division Fourth Quarter and Year to date Report.  Carried 5-0.  Copy filed.

Motion by Boykin second by Clausen to receive as submitted, the Recorder’s Report of Fees Collected for the period 04/01/12 of through 06/30/12.  Carried 5-0.  Copy filed.

Motion by Boykin second by Clausen to approve and authorize the Chairperson to sign a Resolution approving petition for suspension of taxes through the redemption process for DeAnna Chrestensen-Wright, 3516 Floyd Blvd., Sioux City, parcel #894711331016.  Carried 5-0

RESOLUTION APPROVING SUSPENSION OF TAXES
      
WHEREAS, DeAnna Chrestensen-Wright  as joint titleholders of  a property  located at 3516 Floyd Blvd.,   Sioux City, Woodbury County, Iowa, and legally described as follows:

Parcel #8947 11 331 016

LL-SC COMM 89-47 AUD PLAT OF VAC & UN PLATTED PARTS OF 11-89-47 SW 47.6 FT NE 166.6 FT TAX LOT 7      

WHEREAS, DeAnna Chrestensen-Wright, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem this property  Parcel  #894711331016 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Motion by Tripp second by Monson to appoint Scott Linden, 56 Deer Run Trail, Climbing Hill, IA to the Woodbury County Library Board of Directors to replace Deb McCoy, 48 Deer Run Trail, Climbing Hill, IA.  Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to approve payment of $500.00 of Matching Funds for IDEP 2013 Funding of the Western Iowa Tourism Region.  Carried 5-0

Motion by Monson second by Tripp to approve Closure and Transmittal of funds in the amount of $28,411.87 from Tri-State Behavioral Association, Inc. Insolvency Protection Account to Tri-State Behavioral Association, Inc.  Carried 5-0

Rob Marqusee, Rural Economic Development, presented report from Chet’s Moville Market with update on investment.

The Board requested Mark Nahra, County Engineer research another source for the material on the repair work on the Left Bank of the Little Sioux River near Smithland. 

Discussion of Sheriff’s overtime of FY 2012.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Motion by Clausen second by Boykin to go into closed session per Iowa Code Section 21.5(1) (c).  Carried 5-0 on a roll-call vote.  Tripp left the meeting.

Motion by Monson second by Clausen to go out of closed sessions per Iowa Code Section 21.5(1) (c).  Carried 4-0 on a roll-call vote.

The Board adjourned the regular meeting until July 31, 2012.
