OCTOBER 09, 2012 — FORTYTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, October 09, 2012 at 10:00 a.m.  Board members present were Monson, Clausen, Boykin, and Smith; Tripp was absent.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 
      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Boykin to approve the minutes of the 10/02/2012 Board meeting.  Carried 4-0.  Copy filed.

Motion by Boykin second by Monson to approve the separation of Michael Bouton, Senior Assistant Director, Juvenile Detention Dept., effective 10-28-12. Retirement.  Carried 4-0.  Copy filed.

Motion by Boykin second by Clausen to allow employees a half hour to participate in the Woodbury County Annual Health Fair.  Carried 4-0. 

Motion by Clausen second by Monson to approve and authorize the Chairperson to sign a Resolution approving petition for suspension of taxes through the redemption process for Jeffrey Downing, 115 Cecelia, Sioux City, parcel #894726361010.  Carried 4-0.

RESOLUTION APPROVING SUSPENSION OF TAXES

WHEREAS, Jeffrey C. Downing  as joint titleholders of  a property  located at 115 Cecelia,   Sioux City, Woodbury County, Iowa, and legally described as follows:

Parcel #894726361010

Lot Eleven (11) Block Eight (8) South Half (S ½) Lot Twelve (12) Block Eight (8) Gaughrans 2nd Addition, City of Sioux City, Woodbury County, Iowa
                                    
WHEREAS, Jeffrey C. Downing, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem this property  Parcel  #894726361010 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

RESOLUTION APPROVING SUSPENSION OF TAXES

WHEREAS, Lorettia  F. Tedford is the titleholder of  property located at 2214 Ellis Ave. Sioux City,  Woodbury County, Iowa, and legally described as follows:  
    
Parcel #  8948 22 232 003  

Lot Three (3) Block Five (5) Edgewater Park Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Lorettia F. Tedford is the titleholder of the aforementioned property have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and 

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension  for this property.

Motion by Clausen second by Boykin to approve and receive for signatures a Resolution thanking and commending retiring County employee Michael Bouton for his years of service to the County.  Carried 4-0.

A RESOLUTION THANKING AND COMMENDING
MICHAEL BOUTON
FOR HIS SERVICE TO WOODBURY COUNTY

WHEREAS, Michael N. Bouton has capably served Woodbury County as an employee of the Woodbury County Juvenile Detention  for 20 years from October 5, 1992 to October 28, 2012; and

WHEREAS, the service given by Michael N. Bouton as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Michael N. Bouton  for his years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Michael N. Bouton.

BE IT SO RESOLVED this 9th  day of October, 2012.

Motion by Monson second by Boykin to approve Contract for Project Number BROS-CO97(100)—8J-97, 290th St. Bridge Project, per recommendation of Mark Nahra, County Engineer.  Carried 4-0.  Copy filed.

Motion by Boykin second by Clausen to approve Preconstruction Agreement with Iowa Department of Transportation for 260th St. Interchange Reconstruction, per recommendation of Mark Nahra, County Engineer.  Carried 4-0.  Copy filed.

Motion by Clausen second by Monson to approve the Sioux City Art Center request for Letter of Support for Vision Iowa Application.  Carried 4-0.  Copy filed

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the
agenda, or Supervisors concerns. 

The Board adjourned the regular meeting until October 16, 2012.
