OCTOBER 16, 2012 — FORTYFIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, October 16, 2012 at 10:00 a.m.  Board members present were Monson, Clausen, Boykin, Tripp and Smith.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 
      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Boykin second by Monson to approve the minutes of the 10/09/2012 Board meeting.  Carried 4-0; Tripp abstained.  Copy filed.

Motion by Clausen second by Boykin to approve the transfer of Zachary Lux, Service Officer, Veteran Affairs Dept., effective 10-23-12, $17.41/hour. Transfer from Civilian Jailer to Service Officer.  Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Civilian Jailer, County Sheriff Dept., CWA Civilian Officer $16.40/hr.  Carried 5-0.  Copy filed.

Motion by Boykin second by Clausen to approve and authorize the Chairperson to sign a Resolution approving petition for suspension of taxes for Pattie Coats, 3201 E. 2nd St, Sioux City, parcel #894726358006.  Carried 5-0.

RESOLUTION APPROVING SUSPENSION OF TAXES

WHEREAS, Pattie J. Coats is the titleholder of  property located at 3201 E. 2nd St. Sioux City,  Woodbury County, Iowa, and legally described as follows:  
    
Parcel #8947 26 358 006  

West Half (W ½) Lots Eight and Nine (8 & 9) Block Six (6) Gaughrans 2nd Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Pattie J. Coats is the titleholder of the aforementioned property have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and 

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension  for this property.

Motion by Clausen second by Monson to receive the Conservation Department’s Annual Report.  Carried 5-0.  Copy filed.

Presentation of Iowa Drainage District Association’s Annual report by John Torbert.  Copy filed.

Motion by Boykin second by Monson to authorize Chairperson to sign Two Copies of the 2012 Homeland Security Grant Program Information and Intelligence Sharing Agreement.  Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to approve Chairperson signature for 2012 HSGP Authorized Representative.  Carried 5-0.

Motion by Boykin second by Monson to approve the awarding of One Day Off as a raffle prize for new or increased donations of at least $1.00 per pay period.  Carried 5-0.

Motion by Monson second by Tripp to approve the awarding One Day Off as a raffle prize for all who pledge at least $1.00 per pay period.  Carried 5-0.

Motion by Clausen second by Boykin to approve the Contract for 2012 pavement markings.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve the Contract for 2012 crack sealing contract.  Carried 5-0.  Copy filed.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for Geotech Engineering, per recommendation of County Engineer Mark Nahra.   Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to award the base bid and alternates G1, G3, G4 and G5 for Woodbury County Jail Security Upgrades & Alterations Phase 1 to Audino Construction.  Carried 4-0; Tripp abstained.  Copy filed.

Motion by Boykin second by Monson to authorize the chairperson to sign the contract for the base bid and alternates G1, G3, G4 and G5 for Woodbury County Jail Security Upgrades & Alterations Phase 1 with Audino Construction.  Carried 4-0; Tripp abstained.  Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns. 

The Board adjourned the regular meeting until October 23, 2012.
