OCTOBER 23, 2012 — FORTYSECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, October 23, 2012 at 10:00 a.m.  Board members present were Clausen, Boykin, Tripp and Smith; Monson was absent.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 
      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Tripp second by Boykin to approve the minutes of the 10/16/2012 Board meeting.  Carried 4-0.  Copy filed.

Motion by Boykin second by Clausen to approve the reclassification of Heather Satterwhite, Executive Secretary/Public Bidder, Board Administration Dept., effective 10-21-12, $19.69/hour, 5%=$.96/hour. Per Wage Plan comparability with AFSCME Courthouse Contract:  from Grade 5/Step 3 to Grade 5/Step 4; the appointment of Alesha Bieler, Legal Secretary, County Attorney Dept., effective 10-24-12, $17.41/hour.  Job Vacancy Posted: 08-29-12.  Entry Level Salary:  $17.41/hour; and the reclassification of Rachael Edmundson, Asst. County Attorney, County Attorney Dept., effective 11-09-12, $58,953/year, 4.8%=$2,704/year.  Per AFSCME Asst. Co. Attorney Contract agreement:  from Step 3 to Step 4.  Carried 4-0.  Copy filed.

Motion by Boykin second by Clausen to accept State Criminal Alien Assistance Program (SCAAP) Grant, per recommendation of Patty Erickson-Puttman, Social Service Coordinator.  Carried 4-0.  Copy filed.

Motion by Clausen second by Boykin to designate Patty Erickson-Puttman, Social Service Coordinator, to Electronically Submit Acceptance and Drawdown of Funds.  Carried 4-0.

Motion by Boykin second by Clausen to designate use of funds for FY 2007-2012 SCAAP Program for any listed below.
 
Salaries for corrections officers
Overtime costs
Corrections work force recruitment and retention
Construction of corrections facilities
Training/education for offenders
Training for corrections officers related to offender population management
Consultants involved with offender population
Medical and mental health services
Vehicle rental/purchase for transport of offenders
Prison industries
Pre-release/reentry programs
Technology involving offender management/inter-agency information sharing
Disaster preparedness continuity of operations for corrections facility

Carried 3-0; Tripp abstained.  Copy filed.

Motion by Clausen second by Boykin to approve and authorize the Chairperson to sign a Resolution naming the Atrium at 1014 Nebraska St., Sioux City the Frances Jouwstra/Sadden Atrium.  Carried 4-0.

RESOLUTION NAMING THE ATRIUM AT 1014 NEBRASKA ST., SIOUX CITY, IOWA
THE FRANCES JOUWSTRA/SADDEN ATRIUM

WHEREAS FRANCES JOUWSTRA/SADDEN served as a Nursing Director for 14 years with the Siouxland District Health Department providing leadership and guidance in developing and providing programs that met the needs of Woodbury County residents; and

WHEREAS, FRANCES JOUWSTRA/SADDEN served as Health Director for 13 years with Siouxland District Health Department where her vision was for a state of the art building to meet the demands and challenges of the twenty-first century with respect to Public Health; fostering the theme that all employees of Siouxland District Health work as a “Team”; and bringing public health to the forefront by interacting with other Siouxland Agencies and most importantly the Community itself; and

WHEREAS, FRANCES JOYWSTRA/SADDEN encourages and supports Siouxland District Health Department employees to return to college and obtain advanced degrees.

WHEREAS, MOHUMMED SADDEN, spouse of FRANCES JOYWSTRA/SADDEN, is funding twenty-five thousand dollars ($25,000) over five (5) years for a Scholarship Fund at Siouxland District Health in honor of FRANCES JOYWSTRA/SADDEN.

NOW, THEREFORE BE IT RESOLVED that the Woodbury County Board of Supervisors recognizes Frances Jouwstra/Sadden in honor of her achievements and excellence in past services as Health Director by naming the Atrium of the building occupied by Siouxland District Health Department at 1014 Nebraska Street, Sioux City, Iowa the “Frances Jouwstra/Sadden Atrium”.

Motion by Tripp second by Boykin to approve and authorize the Chairperson to sign the Scholarship Funding Agreement Between Donor, Siouxland District Health Department and Woodbury County.  Carried 4-0.  Copy filed.

Motion by Tripp second by Boykin to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for City of Sioux City on Alicia Avenue, per recommendation of County Engineer Mark Nahra.   Carried 4-0.  Copy filed.

Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for City of Sioux City on Andrew Avenue, per recommendation of County Engineer Mark Nahra.   Carried 4-0.  Copy filed.

Motion by Clausen second by Boykin to approve the ASAP Relocation Project Strip Change Order, per Regina Smith, RML Architects.  Carried 3-0; Tripp abstained.  Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns. 

The Board adjourned the regular meeting until October 30, 2012.
