DECEMBER 18, 2012 — FORTYEIGHTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, December 18, 2012 at 9:00 a.m.  Board members present were Clausen, Boykin, , Monson and Smith; Tripp was absent.  Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Boykin to approve the minutes of the 12/11/2012 Board meeting.  Carried 4-0.  Copy filed.

Motion by Boykin second by Clausen to approve the appointment of Cornilia Venable-Ridley, Temporary Asst. County Attorney, County Attorney Dept., effective 12-10-12, $20.00/hour. Not to exceed 120 days; the appointment of Raymond Richtermeier, Temporary Equipment Operator, Secondary Roads Dept., effective 12-19-12, $19.90/hour.  Not to exceed 120 days; the appointment of Terry Svendsen, Maintenance Worker, Building Services Dept., effective 12-20-12, $14.23/hour.  Job Vacancy posted: 10-03-12.  Entry Level Salary:  $13.54-$14.89/hour; the reclassification of Bradley Rose, Deputy Sheriff, County Sheriff Dept., effective 01-03-13, $23.63/hour, 6.5%=$1.57/hour.  Per CWA Deputy Sheriff Contract agreement, from Class 1 to Senior Class; and the reclassification of Athena Ladeas, Asst. County Attorney, County Attorney Dept., effective 01-05-13, 4.5%=$2,700/year.  Per AFSCME Asst. Co. Attorney Contract agreement, from Step 4 to Step5.   Carried 4-0. Copy filed.

Motion by Clausen second by Boykin to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Assistant County Attorney, County Attorney Dept., Wage Plan:  $20.00/hour.  Carried 4-0.  Copy filed.

Motion by Boykin second by Clausen to approve the appointment of Don Dixon, 506 9th St, Correctionville, to the Conservation Board of Directors.  Carried 4-0.

Motion by Clausen second by Boykin to approve the appointment of Rod Earleywine, 5505 Old Lakeport Rd., Sioux City, to the Siouxland District Health Board of Directors.  Carried 4-0.

Motion by Monson second by Clausen to appoint Donald H. Johnson, Oto, Thomas Ullrich, Sloan and Ronald Michener, Anthon, to the Commission to Assess Damages, Category A-Owner/Operators of Agricultural Properties.  Carried 4-0.

Motion by Monson second by Boykin to appoint Peter Macfarlane, Sioux City, Ruth A. Groth, Anthon, Kathleen F. Fenceroy, Sioux City, Susan Feathers, Sioux City, and Myrna Keitges, Sioux City, to the Commission to Assess Damages; Category B - Owners of City Property.  Carried 4-0.

Motion by Monson second by Clausen to appoint Colleen R. Baker, Sioux City, Duke O’Hern, Sioux City, Anita Small, Sioux City, Nancy Henry, Sioux City, Teresa Delfs, Sioux City, and Tori Jackson, Sioux City, to the Commission to Assess Damages; CategoryC – Licensed Real Estate Salesperson or Real Estate Broker.  Carried 4-0.

Motion by Clausen second by Boykin to appoint Patrick Curry, Sioux City, Robert Huisenga, Sioux City, Leon Ortner, Danbury, Linda Mathison, Sioux City, and Doug Lehman, Sioux City, to the Commission to Assess Damages; Category D – Persons Having Knowledge of Property Values in the County by Reason of Their Occupation.  Carried 4-0.

Motion by Boykin second by Clausen to approve the request for $1,000.00 of funding for Briar Cliff University “Swimming with the Sharks” program per Rob Marqusee, Rural Economic Development.  Carried 4-0. 

Motion by Clausen second by Monson to approve and authorize the Chairperson to sign a Resolution accepting Hunt First Addition (A Minor Subdivision) into Woodbury County.  Carried 4-0.

BOARD OF SUPERVISORS RESOLUTION:
RESOLUTION # 10,993
RESOLUTION ACCEPTING AND APPROVING
HUNT FIRST ADDITION, A MINOR SUBDIVISION
TO WOODBURY COUNTY, IOWA

Whereas, the Owner & Proprietor did on the 4th Day of September, 2012, file with the Woodbury County Zoning Commission, a certain plat designated as the Final Plat of Hunt First Addition, an Addition to Woodbury County, Iowa; and

Whereas, it appears that said plat conforms with all of the provisions of the Code of the State of Iowa and Ordinance of Woodbury County, Iowa, with reference to the filing of same; and

Whereas, the Zoning Commission of Woodbury County, Iowa has recommended the acceptance and approval of said plat; and

Whereas, the County Engineer of Woodbury County, Iowa has recommended the acceptance and approval of said plat. 

Now therefore, be, and it is hereby resolved by the Woodbury County Board of Supervisors, Woodbury County, State of Iowa, that the Final Plat of Hunt First Addition, Woodbury County, Iowa, be, and the same is hereby accepted and approved, and the Chairman and Secretary of the Woodbury County Board of Supervisors, Woodbury County, State of Iowa, are hereby directed to furnish to the Owner and Proprietor a certified copy of this resolution as required by law.

Motion by Boykin second by Monson award the Brush Cutter to Mid Country Machinery for $46,500.00, per recommendation of Mark Nahra, County Engineer.  Carried 4-0.  Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for John McGrath on 180th Street, per recommendation of County Engineer Mark Nahra.   Carried 4-0.  Copy filed.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for John McGrath and Project Cost Share on 200th Street, per recommendation of County Engineer Mark Nahra.   Carried 4-0.  Copy filed.

Motion by Monson second by Clausen to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for Randy Hunt on 280th Street and Charles Avenue, per recommendation of County Engineer Mark Nahra.   Carried 4-0.  Copy filed.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for Don Lord, per recommendation of County Engineer Mark Nahra.   Carried 4-0.  Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign an Underground Utility Permit for CenturyLink, per recommendation of County Engineer Mark Nahra.   Carried 4-0.  Copy filed.

Discussion and presentation of Courthouse Cafeteria.

Year End Review with Jackie Smith, Board Chairperson.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the
agenda, or Supervisors concerns.

The Board adjourned the regular meeting until January 2, 2013.
