JANUARY 21, 2014 — FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, January 21, 2014 at 10:00 a.m.  Board members present were Clausen, Boykin, Monson, Smith, and Tripp.  Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

Motion by Clausen second by Smith to go into closed session per Iowa Code Section 20.17(3).  Tripp was absent.  Carried 4-0 on a roll-call vote.

Motion by Boykin second by Monson to go out of closed session per Iowa Code Section 20.17(3).  Carried 4-0 on a roll call vote.

The meeting was called to order.   Motion by Monson second by Tripp to approve the minutes of the 01/14/2014 Board meeting.  Carried 5-0.  Copy filed.   Motion by Clausen second by Smith to approve the county’s claims totaling $623,989.34.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve the appointment of Ranae Torres, P/T Youth Worker, Juvenile Detention Dept., effective 01/22/14, $16.85/hour. Job Vacancy Posted 11-6-13 Entry Level Salary:  $16.85/hour.; the reclassification of Gene Hacker, Deputy, County Sheriff Dept., effective 01/29/14, $28.18/hour, 7.8%=$2.04/hour.  Per CWA Deputy Sheriff Contract agreement, from Senior Class to Master Class.; and the reclassification of Troy Milligan, Civilian Jailer, County Sheriff Dept., effective 01/31/14, $22.45/hour, 10.9%=$2.22/hour.  Per CWA Civilian Officer Contract agreement, from Senior Class to Master Class.  Carried 5-0.  Copy filed.

Motion by Monson second by Clausen to authorize the Chairperson to sign HAVA Election Equipment Annual Certification.  Carried 5-0.  Copy filed.

Motion by Tripp second by Smith to approve the request of County Auditor Pat Gill to use space in Courthouse basement previously assigned to the City Assessor for election services.  Carried 5-0.

Motion by Smith second by Tripp to receive for signatures the Canvass of the Garretson Trustee Drainage Ditch Election.  Carried 5-0. Copy Filed

Motion by Tripp second by Monson to receive for signatures the Canvass of the Farmer’s Trustee Drainage Ditch Election.  Carried 5-0. Copy Filed

Motion by Clausen second by Smith to authorize the chairman to sign a Certificate of Election for Fred Johnson.  Carried 5-0.  Copy filed.

Motion by Clausen second by Monson to approve the appointment of Suzan Boden to the County Conservation Board.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign Farm to Market Voucher for Material Inspection Costs for Iowa DOT.  Carried 5-0.  Copy filed.

Lewis Byers, SWCD, presented the 2013 District Technician’s Report.

Motion by Clausen second by Smith to receive the 2013 Soil and Water Conservation District Technician’s Report.  Carried 5-0.  Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Motion by Monson second by Tripp to receive the General Relief (General Basic) Administration budget as submitted.  Carried 5-0.

Motion by Tripp second by Monson to receive the General Relief (General Basic) Assistance budget as submitted.  Carried 5-0.

Motion by Smith second by Monson to receive the Rural Economic Development (General Basic) budget as submitted.  Carried 5-0.

Motion by Tripp second by Monson to receive the Department of Human Resources (General Basic) budget reduced by $6,500.  Carried 4-1; Clausen opposed.

Motion by Boykin second by Smith to receive the Risk Management Services (General Supplemental) as submitted.  Carried 5-0.

Motion by Boykin second by Smith to receive the Emergency Services (General Supplemental) allocation budget reduced by $97,473.  Carried 5-0.

Motion by Smith second by Tripp to receive the Emergency Services (General Supplemental) Starcom budget reduced by $80,500.  Carried 5-0.

Motion by Clausen second by Tripp to receive the Animal Control (Rural Basic) budget as submitted.  Carried 5-0.

Motion by Smith second by Clausen to receive the Debt Services budget as submitted.  Carried 5-0.

Motion by Monson second by Tripp to receive the Soil Conservation (Rural Basic) budget as submitted. Carried 5-0.

Motion by Monson second by Tripp to receive the Planning & Zoning (Rural Basic) budget reduced by $1,700.  Carried 5-0.

Motion by Clausen second by Smith to receive the Township Trustees (Rural Basic) budget reduced by $3,000.  Carried 5-0

Motion by Smith second by Clausen to receive the Department of Human Services (General Basic) budget reduced by $11,175.  Carried 5-0.

Mr. Tripp excused himself at 11:45 a.m.

Motion by Monson second by Boykin to receive the District Health Department (General Basic) budget as submitted.  Carried 4-0.

Motion by Monson second by Smith to receive the County Auditor (General Basic) Recorder/Vital Stats budget as submitted.  Carried 4-0.

Motion by Clausen second by Smith to receive the County Auditor (General Basic) Administration budget reduced by $10,000.  Carried 4-0.

Motion by Monson second by Smith to receive the County Auditor (General Supplemental) Election Administration budget as submitted.  Carried 4-0.

Motion by Clausen second by Monson to receive the County Auditor (General Supplemental) General Election budget as submitted.  Carried 4-0.

Motion by Smith second by Clausen to receive the County Auditor (Non-tax Funds) Records Management budget and the County Auditor (Non-tax Funds) Recorders Fees budget as submitted.  Carried 4-0.

The Board adjourned the regular meeting until January 28, 2014.
