JANUARY 28, 2014 — FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, January 28, 2014 at 10:00 a.m.  Board members present were Clausen, Boykin, Monson, Smith, and Tripp.  Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.   Motion by Monson second by Tripp to approve the minutes of the 01/21/2014 Board meeting.  Carried 5-0.  Copy filed.   Motion by Tripp second by Clausen to approve the county’s claims totaling $356,334.57.  Carried 5-0.  Copy filed.

Motion by Monson second by Smith to approve the separation of David Tripp, Civilian Jailer, County Sheriff Dept., effective 01/24/14. Separation.; the appointment of James Martin, Equipment Operator, Secondary Roads Dept., effective 01/29/14, $20.30/hour.  Job vacancy posted 11-13-13 Entry Level Salary:  $20.30/hour.; and the reclassification of Luis Gonzalez-Morales, P/T GPS Tracker, Juvenile Detention Dept., effective 02/11/14, $17.51/hour, 3.9%=$.66/hour.  Per AFSCME Juvenile Detention Contract agreement, from Grade 1/Step 1 to Grade 1/Step 2.  Carried 4-0; Tripp abstained.  Copy filed.

Motion by Clausen second by Tripp to receive as submitted the Recorder’s Report of Fees Collected for the period of 10/01/13 through 12/31/13.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a Contract to hire the CTK Group for “Interview and Interrogation” Training for Law Enforcement.  Carried 5-0.  Copy filed.

Motion by Clausen second by Tripp to receive the Sheriff’s Civil Division Second Quarter and Year to Date Report.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to approve and authorize the Chairperson to sign AT & T Communications Shelter Ownership transfer to Starcom and Woodbury County.  Carried 5-0.   Copy filed.

Discussion in regards to Woodbury County Courthouse Open hours and Employees Access.

Motion by Clausen second by Smith to approve setting Woodbury County Courthouse open hours for regular business from 8:00 a.m. until 4:30 p.m. and authorizing the issuance of devices to allow some employees access starting at 7:00 a.m.  Carried 5-0.  Copy filed.

Motion by Monson second by Clausen to approve Proposed change to Alterations and Security Upgrade Phase 1 Woodbury County Jail.  Carried 5-0.  Copy filed.

Discussion of WIRB Grant for Wetland Mitigation for Orton Slough Drainage Water Quality issues.

Motion by Smith second by Monson to approve application for a WIRB Grant for Orton Slough and an expenditure of $5,000 from local option sales tax funds for the preparation of the grant.  Carried 5-0.  Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Motion by Boykin second by Clausen to receive the Juvenile Detention Facility budget reduced by $17,500.  Carried 5-0.

Motion by Clausen second by Tripp to receive the Juvenile Detention Mental Health increased by $583.00.  Carried 5-0.

Motion by Clausen second by Smith to receive the Juvenile Detention Teen Court budget as submitted.  Carried 5-0.

Motion by Monson second by Tripp to receive the Juvenile Detention GPS Tracker as submitted.  Carried 5-0.

Motion by Smith second by Clausen to receive the County Health Services (Formerly Mental Health Services) as submitted.  Carried 5-0.

Motion by Clausen second by Smith to receive the Non-County Social Service Agencies (General Basic)-Council on Sexual Assault budget, Meals on Wheels budget, Senior Aides budget, SRTS budget, Siouxland Center for Active Generations budget and the Moville Senior Center budget reduced to the last fiscal year’s level.  Carried 4-1; Tripp opposed.

Motion by Tripp second by Clausen to receive the Purchased Services Non-Mandated-General Supplemental as submitted.  Carried 4-0; Boykin abstained.

Motion by Monson second by Tripp to receive the Youth Guidance Services-General Supplemental budget as submitted.  Carried 5-0.

Motion by Monson second by Tripp to receive the Secondary Roads budget as submitted.  Carried 5-0.

Motion by Monson second by Tripp to receive the Roadside Management-Rural Basic budget as submitted.  Carried 5-0.

The Board recessed until 1:00 p.m.

Discussion on Riverboat and Infrastucture/Econ. Development funds.

Motion by Monson second by Tripp to receive the County CIP Project budget as submitted.  Carried 5-0.

Motion by Clausen second by Monson to receive the Equipment Replacement budget as submitted.  Carried 5-0.

Motion by Monson second by Tripp to receive the Court Security budget as submitted.  Carried 4-1; Clausen opposed.

Motion by Smith second by Monson to approve a Wage Plan employee increase of 2% and an additional 1.25% increase of a four year program this being the second year, which was previously approved by the Board for FY15 budget.  Carried 5-0.

There was no action taken on the County Sheriff budget.

Any other items that have been deferred from previous Budget Hearings.

The Board adjourned the regular meeting until February 4, 2014.
