MARCH 25, 2014 — THIRTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, March 25, 2014 at 10:00 a.m.  Board members present were Smith, Clausen, Monson, Tripp, and Boykin.  Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.   Motion by Tripp second by Monson to approve the minutes of the 03/18/2014 Board meeting.  Carried 5-0.  Copy filed.   Motion by Clausen second by Smith to approve the county’s claims totaling $255,810.74.  Carried 5-0.  Copy filed.

Motion by Monson second by Smith to approve the separation of Caleb Christopherson, Temporary Asst. County Attorney, County Attorney Dept., effective 04/02/14. End of Temporary Work.; and the reclassification of Diane Robinson, Clerk/Secretary, Social Services Dept., effective 04/08/14, $18.81/hour, 10.7%=$1.82/hour. Per Wage Plan comparability with AFSCME Courthouse Contract, from Grade 3/Step 4 to Grade 3/Step 5.  Carried 5-0.  Copy filed.

Presentation of Resolution Thanking and Commending Years of Service for Kay Gunsolly of Siouxland District Health.

Motion by Smith second by Monson to lift the suspension of taxes for Jerry Best, 100 Logan, Sioux City, Parcel #894726384010.  Carried 5-0.  Copy filed.

Motion by Smith second by Monson to approve an application for a 12-month, Class C Liquor License (LC) (Commercial), with Outdoor Service and Sunday sales privileges for Anthon Golf Course, Anthon, IA, effective 04/01/14 through 03/31/15.  Carried 5-0.  Copy filed.

1.)   Motion by Smith second by Tripp to approve an expenditure for the Small Business Development Center  of $500.00 from the Rural Economic Development budget.  Carried 5-0.

2.) Motion by Smith second by Tripp to approve a budget expenditure for the Buy Fresh Buy Local/Sioux City Farmers Market of $3,000.00 from the Rural Economic Development budget.  Carried 5-0.

3.) Motion by Monson second by Tripp to approve the request of the Rural Economic Development Director to attend the 60th Siouxland Chamber of Commerce/DC Conference from the Rural Economic Development budget.  Carried 5-0

Motion by Clausen second by Monson to approve and authorize the Chairperson to sign a Resolution accepting Valley Subdivision of Lot 1 of Harrison Replat of a Part of Lot 2 of Ridgeview II Addition Subdivision into Woodbury County.  Carried 5-0.

RESOLUTION ACCEPTING AND APPROVING “VALLEY SUBDIVISION OF LOT 1 OF

HARRISON REPLAT OF A PART OF LOT 2 OF RIDGEVIEW II SUBDIVISION” TO

WOODBURY COUNTY, IOWA

Whereas, The Owner and proprietor did on the 31st day of January 2014, file with the Woodbury County Zoning Commission a certain plat designated as "Valley Subdivision of Lot 1 of Harrison Replat of a part of Lot 2 of Ridgeview II Subdivision" in the NW 1/4 of NE 1/4 of Section 31, T89N, R45W, Woodbury County, Iowa; and

Whereas, it appears that said Plat conforms with all of the provisions of the code of the State of Iowa and ordinances of Woodbury County, Iowa, with reference to the filing of same; and

Whereas, the Zoning Commission of Woodbury County, Iowa has Recommended the acceptance and approval of said Plat; and

Whereas, the County Engineer of Woodbury County, Iowa has Recommended the acceptance and approval of said Plat.

Now Therefore, be, and it is hereby resolved by the Woodbury County Board of Supervisors, Woodbury County, State of Iowa, that the Plat of "Valley Subdivision of Lot 1 of Harrison Replat of a part of Lot 2 of Ridgeview II Subdivision" to Woodbury County, Iowa, be, and the same is hereby Accepted and Approved, and the Chairman and Secretary of the Woodbury County Board of Supervisors, Woodbury County, State of Iowa, are hereby directed to furnish to the owner and proprietor a certified copy of this Resolution as required by Law.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a permit for use of County Road/Highway Right-of-Way for overhead and/or buried utilities accommodation for Long Lines on K45 South of Sgt. Bluff.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve and authorize the Chairperson to sign a permit for use of County Road/Highway Right-of-Way for overhead and/or buried utilities accommodation for Frontier Communications on Lee Ave.  Carried 5-0.  Copy filed.

Motion by Clausen second by Smith to award the bid for 2014 Corrugated Metal Pipe to Contech Eng. Solutions, Iowa City, IA for $74,664.78, per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign an Easement for Public Highway with CF Industries for CF Drive Grading and Paving Project.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a contract for Project Number STP-S-CO97(110)—5F-97, K45 HMA Overlay Project with Knife River Corporation.  Carried 5-0. Copy filed.

Motion by Monson second by Tripp to postpone a meeting scheduled for March 26th in regard to the Orton Slough until more information is gathered.  Carried 4-1, Clausen opposed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The Board toured the Orton Slough Area.

The Board adjourned the regular meeting until April 1, 2014.
