JULY 22, 2014 — THIRTYTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, July 22, 2014 at 9:00 a.m.  Board members present were Clausen, Smith, Boykin, Monson, and Tripp.   Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Diane Swoboda Peterson, Deputy/Clerk to the Board.

The meeting was called to order.   Motion by Clausen second by Monson to approve the minutes of the 07/15/2014 Board meeting.  Carried 4-0, Tripp abstained.  Copy filed.  

Motion by Monson second by Tripp to approve the County’s claims totaling $493,146.89.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp_ to approve the promotion of Melissa Miller, Safety/Risk Coordinator, Human Resources Dept., effective 07/23/14, $19.62/hour, 19%=$3.19/hour. Job Vacancy Posted 7-2-14.  Entry Level Salary $19.62/hour.; the appointment of Erica Tuttle, Senior Tax Clerk, County Treasurery Dept., effective 07/23/14, $16.44/hour.  Job Vacancy Posted 6-12-14.  Entry Level Salary:  $16.44/hour.; the appointment of Martin Pottebaum, Courthouse Security Supervising Officer, Human Resources Dept., effective 07/24/14, $38,000/year.  Job Vacancy Posted 6-4-14.  Entry Level Salary:  $35,000-$42,000/year.; and the reclassification of Todd Peterson, Deputy, County Sheriff Dept., effective 08/02/14, $28.74/hour, 9.9%=$2.60/hour.  Per CWA Deputy Sheriff Contract agreement, from Senior Class to Master Class.  Carried 5-0.  Copy filed.

Motion by Tripp second by Smith to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for Clerk II, Human Resources Dept., Wage Plan:  $14.96/hour.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to  accept the amended Woodbury County Economic Development Activities policy.  Carried 5-0.

Motion by Tripp second by Monson to approve and authorize the Chairperson to sign the amended Woodbury County Economic Development Activities Policy.  Carried 5-0.  Copy filed.

Motion by Monson second by Clausen to receive the County Recorder’s Report of Fees Collected for the period of 04/01/14 through 06/30/14.  Carried 5-0.  Copy filed.

Motion by Monson second by Smith to approve and authorize the Chairperson to sign an agreement with CGI Communications, Inc. on County Showcase Video Program.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to approve and authorize the Chairperson to sign a Memorandum of Understanding Between Sioux City Community School District and the Woodbury County Social Services Office for continuation of the Safe Schools/Healthy Students Initiative.  Carried 4-0, Boykin abstained.  Copy filed.

Motion by Monson second by Tripp to receive for consideration the final platting for Koch Addition Second Filing – a Minor Subdivision and to refer to the Zoning Commission for public hearing and recommendation.  Carried 5-0. 

Motion by  Smith second by Clausen to receive for consideration the final platting for March Addition – a Minor Subdivision and to refer to the Zoning Commission for public hearing and recommendation.  Carried 5-0. 

Motion by Smith second by Tripp to approve and authorize the Chairperson to sign a permit to work in the right of way for City of Cushing – Uncle Ben 5K.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve and receive for signatures a Resolution to Set a Date for a Hearing on Vacation of Rights of Way in Morningside East Subdivision.  Carried 5-0.

RESOLUTION #12,040

WOODBURY COUNTY, IOWA

A RESOLUTION SETTING DATE FOR PUBLIC

HEARING FOR VACATING ROAD RIGHT-OF-WAY

WHEREAS, the Woodbury County Board of Supervisors in accordance with Section 306.11, (Code of Iowa), as amended, seeks to set a date for public hearing to vacate platted roads and alleys, and

WHEREAS, described roads and alleys were platted and dedicated to the public but never used or developed by the county or city as roads and alleys,

NOW THEREFORE, BE IT RESOLVED by the Woodbury County Board of Supervisors that on Tuesday, August 25, 2014 at 10:20 A.M CDT, at the Woodbury County Courthouse, 620 Douglas Street, Sioux City, Iowa, the County Board will hold a Public Hearing to vacate the right-of-way described as follows:

1) All of the 16 foot wide alley lying between lots 1-29 of Block 44 and lots 30-34 of Block 44 of Morningside Second Addition to Sioux City, Iowa, in Section 4 T88N, R47W, Woodbury Township of the 5th P.M. Woodbury County, Iowa.

2) All of Stoddard Avenue lying between blocks 34 and 35 and the 16 foot wide alleys within blocks 34 and 35 of Morningside Second Addition to Sioux City, Iowa, in Section 4 T88N, R47W, Woodbury Township of the 5th P.M. Woodbury County, Iowa.

3) All of Morningside Avenue beginning at the east right of way line of Decatur Street as established by use by Woodbury County, thence east to the east line of Block 34 extended south to the platted south line of Morningside Avenue of Morningside Second Addition to Sioux City, Iowa, in Section 4 T88N, R47W, Woodbury Township of the 5th P.M. Woodbury County, Iowa.

SO RESOLVED this 22nd day of July 2014.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.   Rick Schneider invited the Board to attend the Iowa County Conservation Annual System Conference.

John Pylelo gave an update on the Brian Peterson proposed development negotiating extension of Glen Ellen Rd.

John Pylelo talked about the condition of use agreement with Sioux City regarding railroad line into Port Neil.

Larry Clausen had on display pictures and brass plaques to donate to the museum. He requested that it be placed on the agenda for July 29, 2014.

The Board adjourned the regular meeting until July 29, 2014.
