December 16, 2014 — FORTY NINTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, December 16, 2014 at 10:00 a.m. Board members present were Boykin, Monson, Smith, Clausen and Ung. Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick Gill, Auditor/Clerk to the Board.

The meeting was called to order.

Motion ­by Clausen second by Monson to approve the minutes from the 12/9/14 Board meeting. Carried 5-0. Copy filed.

Motion ­by Monson second by Smith to approve the minutes from the 12/11/14 Board meeting. Carried 5-0. Copy filed.

Motion by Clausen second by Monson to approval of the County’s claims totaling $562,809.30. Motion by Smith second by Monson to approve the appointment of William Adkins, Temporary Equipment Operator, Secondary Roads Dept., effective 12/17/14, $20.71/hour. Not to exceed 120 days., the appointment of Delayne Folsom, Temporary Equipment Operator, Secondary Roads Dept., effective 12/17/14, $20.71/hour. Not to exceed 120 days., the appointment of Frank Thompson, Temporary Equipment Operator, Secondary Roads Dept., effective 12/17/14, $20.71/hour. Not to exceed 120 days., and the appointment of Peter McDermott, F/T Equipment Operator, Secondary Roads Dept., effective 12/18/14, $20.71/hour. Job Vacancy Posted 9-23-14. Motion by Smith second by Ung to approve the recommendation from Human Resources to provide compliance for the County’s Health Plan with Mental Health Parity requirements. Carried 5-0. Copy filed.

Motion by Monson second by Clausen to approve the use of Encrypted Email for county employees. Carried 5-0.

A public hearing was held at 10:15 a.m. for FY15 Budget Amendment #1.

Motion by Clausen second by Smith to close the public hearing FY15 Budget Amendment #1. Carried 5-0.

Motion by Smith second by Clausen to approve the FY15 Budget Amendment #1. Carried 5-0. Copy filed

Motion by Ung second by Monson to issue a directive to require a descriptor to be entered in the county’s financial software before a department submits a claim for approval. Carried 5-0.

Motion by Monson second by Smith to approve the referral of Woodbury County, Iowa Flood Insurance Study Number 19193CV000B and Special Flood Hazard Mapping Panel 19193C0037E, revised on March 2, 2015, to the Zoning Commission for Public Hearing and Recommendation. Carried 5-0. Copy filed.

Motion by Monson second by Ung to award the bid for DHS Phone System to Quality Telecommunications & Triview Communications for $44,461.00. Carried 5-0. Copy filed.

Motion by Clausen second by Monson to approve and authorize the Chairperson to sign a Preconstruction Agreement with Iowa DOT for improvements to County Routes L21 and D22. Carried 5-0. Copy filed.

Motion by Smith second by Monson to approve a Permit to Work in the Right of Way for McCandless Drainage District. Carried 5-0. Copy filed.

Mayor Jon Winkel, Mayor of the City of Sergeant Bluff, presented the proposed Dogwood Trail RISE Project.

Motion by Monson second by Ung to proceed to develop a formal cost sharing agreement for the Dogwood Trail Project with the City of Sergeant Bluff. Carried 4-1; Clausen opposed.

Mike Headid of Building Services provided an update on efforts to fix a leaking water issue in the LEC – Court Areas.

Terry Lutz of McClure Engineering presented a draft of the Envision 2015 Master Plan for Woodbury County.

Motion by Monson second by Ung to receive the draft of the Envision 2015 Master Plan for Woodbury County. Carried 5-0. Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The Board adjourned the regular meeting until December 23, 2014.
