AUGUST 15, 2017, THIRTYFIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 15, 2017 at 4:00 p.m.  Board members present were De Witt, Pottebaum, Radig, Ung, and Taylor.  Staff members present were Dennis Butler, Budget/Tax Analyst, Karen James, Board Administrative Assistant, Ed Gilliland, Human Resources Director, P.J. Jennings, County Attorney and Patrick Gill, Auditor/Clerk to the Board.

Motion by Pottebaum second by Taylor to approve $500.00 of assistance to Robert Jacobson from general relief    funds.

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence. 

There were no citizen concerns.   

Motion by Ung second by Radig to approve the Agenda for August 15, 2017.  Carried 5-0.  Copy filed.

Motion by Radig second by DeWitt to approve the following items by consent:

To approve minutes of the August 8, 2017 meeting.  Copy filed.

To approve the claims totaling $374,470.59.  Copy filed.

To approve the reclassification of Cornelia Venable-Ridley, Asst. County Attorney, County Attorney Dept., effective 8-26-17, $69,076/year, 4.5%=$3,025/year.  Per AFSCME Asst. County Attorney Contract agreement, from Step 4 to Step 5.; and the reclassification of David Dawson, Asst. County Attorney, County Attorney Dept., effective 8-31-17, $72,105/year, 4.3%=$3,029/year.  Per AFSCME Asst. County Attorney Contract agreement, from Step 5 to Grade Step 6.   Copy filed.

To approve the 28E Agreement between Woodbury County, Iowa and the Woodbury County Soil and Water Conservation District for funding and management of a watershed inspection and maintenance program.  Copy filed.

To approve the underground utility permits for Telecom Construction/Centurylink.   Copy filed.

To approve the Interlocal Agreement between the City of Sioux City, Iowa and Woodbury County, Iowa.  Copy filed.

Carried 5-0   Information on Woodbury County Day at Kinnick Stadium.  Copy filed.

A public hearing was held at 4:35 p.m. for the sale of parcel #894730184001, 2624 W 3rd St.  The Chairperson called on anyone wishing to be heard.

Motion by Taylor second by Ung to close the public hearing.  Carried 5-0.

Motion by Taylor second by Pottebaum to approve and authorize the Chairperson to sign a Resolution for the sale of real estate parcel #894730184001, 2624 W 3rd St., to George Laursen, 314 S Prescott St, Sioux City, for $238.00 plus recording fees.  Carried 5-0.

RESOLUTION OF THE BOARD

OF SUPERVISORS OF WOODBURY COUNTY, IOWA

RESOLUTION #12,611    

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

By   George D. Laursen__in the sum of Two Hundred Thirty-Eight Dollars & 00/100 ($238.00)-----------------------------------------------------dollars.

For the following described real estate, To Wit:  

Parcel #894730184001

Lots A and B of Lot 4 in Block 3, of Fawcett’s Subdivision of certain Lots in Highland Plat No. 3 in the County of Woodbury and State of Iowa, locally known as 2624 West Third, Sioux City, Iowa and All that part of the vacated North/South alley lying between Lots A and B of Lot 4, and Lot 3, all in Block 3, Fawcett’s subdivision of certain lots in Highland Plat No. 3, Sioux City, Woodbury County, Iowa

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes.  Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Ung second by Radig to close the public hearing.  Carried 5-0.

Motion by Ung second by De Witt to approve and authorize the Chairperson to sign a Resolution for the sale of real estate parcel #894729128003, 1114 W 14th St., to Isaac Quinonez, 714 Myrtle St., Sioux City, for $129.00 plus recording fees.  Carried 5-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

WOODBURY COUNTY BOARD OF SUPERVISORS

Motion by Taylor second by Ung to receive petitions presented to the Board voicing concerns with hog nurseries and confinements in rural areas. Carried 5-0. 

Motion by Taylor second by Radig to approve the contract with Thurston County to provide temporary detention for their youth on a $150.00 per day basis.  Carried 5-0.  Copy filed.

The Board recessed for a meeting of the Wolf Creek Drainage District.

The Supervisors meeting was called back to order.

The Chairperson reported on the day-to-day activities.

Reports on committee meetings were presented.

There were no citizen concerns.  

Board member concerns were presented.

The Board adjourned the regular meeting until August 22, 2017.
