OCTOBER 15, 2024, FORTY-SECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS 

The Board of Supervisors met on Tuesday, October 15, 2024, at 4:30 p.m.  Board members present were Ung (by phone), Radig, Taylor, Bittinger II, and Nelson. Staff members present were Karen James, Board Administrative Assistant, Melissa Thomas, Human Resources Director, and Patrick Gill, Auditor/Clerk to the Board. 

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.

Motion by Taylor second by Radig to approve the agenda for October 15, 2024. Carried 5-0.  Copy filed.

Motion by Bittinger second by Nelson to approve the following items by consent:

To approve minutes of the October 8, 2024, meeting.  Copy filed.

    
To approve the claims totaling $491,735.18.  Copy filed.

To approve lifting the tax suspension for Matthew Kelsheimer parcel #894730286010.  Copy filed.

To receive the county Recorder’s Report of Fees Collected.  Copy filed.

To approve the property tax refund request for parcel #894734234005 in the amount of $969.00.  Copy filed.

To approve the separation of Mansanwal Singh, Assistant County Attorney, Attorney’s Office Dept., effective 09-30-2024.
Declined Position Prior to Start Date.; the transfer of Michael Trowbridge, Youth Worker-FT, Juvenile Detention Dept., effective 10-14-2024, $23.72/hour, 0%. Transfer from PT to FT. In House Job Vacancy Posted on 9/25/2024.; the reclassification of Trevor Brass, Assistant County Attorney, Attorney’s Office Dept., effective 10-14-2024. $106,602.00/year, 12%=$11,578/year. There was no action taken to allocate $25,000-50,000 to support The Warming Shelter, Inc. with a commitment to review and consider this funding on an annual basis.

Motion by Radig second by Bittinger to approve the resolution establishing weight limits on the listed county bridges.
Carried 5-0.

BRIDGE EMBARGO RESOLUTION
RESOLUTION #13,805
WHEREAS: The Board of Supervisors is empowered under authority of Sections 321.236
Sub. (8), 321.471 to 321.473 to prohibit the operation of vehicles or impose limitations as to the weight thereof on designated highways or highway structures under their jurisdiction, and

WHEREAS: the Woodbury County Engineer has caused to be completed the Structure Inventory and Appraisal of certain bridges according to accepted Bridge Inspection Standards and has determined that the bridges below, require revision to their current load ratings,

NOW, THEREFORE, BE IT RESOLVED by the Woodbury County Board of Supervisors that the following vehicle and load limit be established and that signs be placed advising of the permissible maximum weights thereof on the bridge listed herein.

Motion by Taylor second by Radig to receive bids for PCC Patching and return them to the county engineer for review and
recommendation.  Carried 5-0.  Copy filed. 

Motion by Taylor second by Bittinger to award bid for PCC Patching to Cedar Falls Construction for $56,421.00.  Carried 5-0.  Copy filed.

Motion by Taylor second by Nelson to award bid for project number L-B(K19)—73-97 to Dixon Construction Company for
$355,091.40.  Carried 5-0.  Copy filed.

A public hearing was held at 4:45pm on the Zoning Ordinance Map Amendment (Rezone) from AP to AE on a portion of
Parcel #884726200002 for the Sandra K. Baker Revocable Trust (Applicant: Sandra K. Baker) and Jimmie L. and Renee T. Colyer (Owners).  
    
Motion by Taylor second by Radig to close the public hearing.  Copy filed.

Motion by Taylor second by Nelson to approve the 2nd reading for the ordinance as the final reading.  Carried 5-0. 

Motion by Radig second by Taylor to waive the 3rd reading of the ordinance.  Carried 5-0. 

Motion by Taylor second by Radig to adopt Ordinance #80, Zoning Ordinance Map Amendment (Rezone) with the condition that the rezoned area of Parcel #884726200002 be combined with Lot 1 of the Baker’s Acres subdivision.  Carried 5-0.  Copy filed.

Reports on committee meetings were heard.

Bob Sheehan, Warming Shelter Board President, discussed warming shelter needs with the Board.  
Sheriff Sheehan submitted a letter to the Board regarding the movement of prisoners to the new Law Enforcement Center.

Motion by Taylor second by Nelson to receive the letter.  Carried 5-0.  Copy filed.

Board concerns were heard.

The Board adjourned the regular meeting until October 15, 2024.
