JULY 14, 2026, TWENTY NINETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS  

The Board of Supervisors met on Tuesday, July 14, 2026, at 3:45 p.m. Board members present were Dietrich, Bittinger II, Ung, Carper, and Nelson. Staff members present were Heather Satterwhite-Van Sickle, Board Executive Secretary/Public Bidder, Joshua Widman, Assistant County Attorney, Ryan Ericson, Budget and Finance Director, and Michelle Skaff, Auditor/Clerk to the Board. 

Motion by Nelson second by Ung to go into closed session per Iowa Code Section 21.5(1)(c).  Carried 5-0 on roll-call vote.

Motion by Nelson second by Ung to go out of closed session per Iowa Code Section 21.5(1)(c).  Carried 5-0 on roll-call vote.

Motion by Ung second by Nelson to authorize counsel to proceed as discussed in closed session. Carried 5-0.

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.  

Motion by Nelson second by Dietrich to approve the July 14, 2026, agenda. Carried 5-0. Copy filed.

Motion by Nelson second by Ung to approve the following items by consent.

To approve minutes of the July 7, 2026 meeting. Copy filed.
    
To approve the claims totaling $989,238.10. Copy filed.

To approve the lifting of tax suspension for Emily Miller, 2928 South Cornelia, parcel #884707127008.  Copy filed.

To receive for signatures a Resolution Thanking and Commending Susan Ahlquist for her years of services to Woodbury County.

A RESOLUTION THANKING AND COMMENDING
SUSAN AHLQUIST
FOR HER SERVICE TO WOODBURY COUNTY

WHEREAS, Susan Ahlquist has capably served Woodbury County as an employee of the Woodbury County Treasurer s Office for 15 years from March 28, 2011 to July 31, 2026.

WHEREAS, the service given by Susan Ahlquist as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Susan Ahlquist for her years of service to Woodbury County; and 

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Susan Ahlquist

To receive the appointment of Tim Skidmore to fill the council vacancy in the City of Salix, previously held by Nick Black, until the next regular/general election. Copy filed.

Information was presented by John Malloy, WCICC-IT CIO, on Cyber Security County Tabletop Exercise. Copy filed.

Motion by Nelson second by Ung to approve to designate the doors with the glass windows at the former Douglas Street entrance/current emergency exit as an official posting location for Board of Supervisors agendas and notices, and to continue designating the bulletin board inside the north entrance of the Woodbury County Courthouse for that same purpose, and to reaffirm woodburycountyiowa.gov as the county s primary internet presence for such postings, in compliance with House File 2490.  Further, direct all county boards, commissions, committees, and advisory bodies to designate their own official physical posting locations and primary internet presences.  Carried 5-0.  Copy filed.

Motion by Nelson second by Dietrich to receive document from Supervisor Carper. Carried 5-0. Copy filed.

Doyle Turner, Moville, Ingred Brenden, Salix, Janet Yanak, Salix, Ashley Wolf, Salix, Linette Ross, Between Sioux City and Lawton, Kim Alexander, Smithland, Sue Wagner, 270th St, Salix, addressed the board regarding the Salix Annexation.

Board concerns were heard.

The Board adjourned the regular meeting until July 21, 2026.
