OCTOBER 17, 2006FORTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, October 17, 2006 at 9:00 a.m. Board members present were Boykin, Clausen, Monson and Walish; Batcheller was absent. Staff members present were Denise Frank, public bidder, Patrick F. Gill, Auditor/Clerk to the Board, and Bobbier Johnson, Assistant County Attorney.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Monson second by Walish to approve the Board minutes of the October 10, 2006 meeting as submitted. Carried 3-0, Boykin abstained. Copy filed.

The Board discussed the 2006 Holiday Gala. The date is set for Tuesday, December 19, 2006, from 12:00 p.m. to 2:00 p.m.

Motion by Monson second by Walish to approve lifting the tax suspension for Louis G. and Grace M. Blunk, 232 Dorman Street, Sioux City. Carried 4-0.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign a Resolution
setting the public hearing and sale of real estate parcel #280380 (1615 Mound Avenue). Carried 4-0.

NOTICE OF PROPERTY SALE
Parcel #280380

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Lot 8, Block 17, Kelly Park Addition, City of Sioux City, Woodbury County, Iowa (1615 Mound Ave.)

NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on the 31st Day of October, 2006 at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 31st Day of October, 2006, immediately following the closing of the public hearing.

3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $ 1,093.00 plus recording fees.

4. That this resolution, preceded by the caption 'Notice of Property Sale' and except for this subparagraph 4 be published as notice of the aforesaid proposal, hearing and sale.

The Board discussed using Courthouse Security funds to finance video conferencing at the Law Enforcement Center.

Motion by Monson second by Boykin to approve a request from the Courthouse Security Committee to install a video conferencing system and wireless internet access between the Woodbury County Jail and Courtroom #3 at the Law Enforcement Center. Carried 4-0.

Motion by Boykin second by Monson to approve using $13,853.00 of Courthouse Security funds to finance video conferencing at the Law Enforcement Center. Carried 4-0.

The Board discussed an equestrian project memorandum of understanding.

The Board reviewed preliminary plats of Dutch View Addition Subdivision (parcel #GIS-8847-29-176-010), with Zoning Director John Pylelo.

Motion by Boykin second by Walish to refer the plats to the Zoning Commission for public hearing and recommendations. Carried 4-0. Copy filed.

Motion by Walish second by Monson to approve the appointment of John Pylelo and Diana Christensen as Woodbury Countys 2006 United Way Campaign Co-Chairs. Carried 4-0.

The Board discussed the prioritization of capital projects and funding scenarios with County Engineer Richard Storm.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until October 24, 2006.
