NOVEMBER 26, 2013 — FORTYSEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 26, 2013 at 10:00 a.m.  Board members present were Clausen, Smith, Tripp, and Monson; Boykin was absent.  Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Jean Jessen/Deputy Auditor.

The meeting was called to order.   Motion by Monson second by Smith to amend the November 19, 2013 minutes replacing 60th to 260th.  Carried 4-0.

Motion by Monson second by Smith to approve the minutes of the 11/19/2013 Board meeting.  Carried 4-0.  Copy filed.

Motion by Monson second by Smith to approve the minutes of the 11/18/2013 Special Board meeting.  Carried 4-0.  Copy filed.

Motion by Tripp second by Smith to approve the county’s claims totaling $951,236.04.  Carried 4-0.  Copy filed.

Motion by Tripp second by Monson to approve the reclassification of Steven Koetters, Maintenance Painter, Building Services Dept., effective 12/09/13, $18.81/hour, 10.7%=$1.82/hour. Per AFSCME Courthouse Contract agreement, from Grade 3/Step 4 to Grade 3/Step 5.  Carried 4-0.  Copy filed.

Motion by Monson second by Tripp to approve designating Tuesday, 12/24/13 as the floating Christmas Holiday date for Wage Plan employees.  Carried 4-0.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a Resolution approving petition for suspension of taxes for Michael Birdsell, 1513 W. 5th St., Sioux City, parcel #894729108016.  Carried 4-0.  Copy filed.

RESOLUTION APPROVING PETITION OF SUSPENSION OF TAXES

WHEREAS, Michael Birdsell is the titleholder of  properties located at 1513 W. 5th St.,  Sioux City,  Woodbury County, Iowa, and legally described as follows:       

Parcel #  8947 29 108 016

SO SMITHS VILLA LOT 13 & E 1/2 VAC N -S ALLEY ABUTTING BLOCK 8             

WHEREAS, Michael Birdsell is the titleholder of the aforementioned properties have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and 

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension  for this property.

SO RESOLVED this 26th day of  November, 2013.

Motion by Smith second by Tripp to approve and authorize the Chairperson to sign Urban Renewal Agreement with City of Salix.  Carried 4-0.  Copy filed.

Motion by Monson second by Smith to receive Weed Commissioner’s Report.  Carried 4-0.  Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Motion by Tripp second by Monson to go into closed session with Dan Hartnett per Iowa Code Section 21.5(1)(c).  Carried 4-0 on a roll call vote.

Motion by Monson second by Tripp to go out of closed session with Dan Hartnett per Iowa Code Section 21.5(1)(c).  Carried 4-0 on a roll call vote.   Motion by Monson second by Tripp to accept the Attorney’s recommendations.  Carried 4-0.

The Board adjourned the regular meeting until December 3, 2013.
