APRIL 29, 2014 — EIGHTTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 29, 2014 at 10:00 a.m.  Board members present were Clausen, Monson, Tripp, Smith, and Boykin.  Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.  

Motion by Monson second by Tripp to approve the minutes of the 04/22/2014 Board meeting.  Carried 5-0.  Copy filed.  

Motion by Clausen second by Tripp to approve the county’s claims totaling $386,769.53.  Carried 5-0.  Copy filed.

Motion by Smith second by Clausen to approve the separation of Amanda Mahrt, Civilian Jailer, County Sheriff Dept., effective 04/21/14. Separation.; the appointment of Thomas Hindman, Civilian Jailer, County Sheriff Dept., effective 04/30/14, $16.85/hour.  Job Vacancy Posted 2-19-14.  Entry level salary:  $16.85/hour.; the separation of Delayne Folsom, Temporary Equipment Operator, Secondary Roads Dept., effective 05/02/14.  End of Temporary Work.; the separation of Karl Johnk, Temporary Equipment Operator, Secondary Roads Dept., effective 05/02/14.  End of Temporary Work.; the reclassification of Derek Brand, Deputy, County Sheriff Dept., effective 05/16/14, $24.54/hour, 16%=$3.42/hr.  Per CWA Deputy Sheriff Contract agreement, from Class 2 to Class 1.; and the reclassification of Troy Tadlock, Deputy, County Sheriff Dept., effective 05/16/14, $24.54/year, 16%=$3.42/hour.  Per CWA Deputy Sheriff Contract agreement, from Class 2 to Class 1.  Carried 5-0.  Copy filed.

Motion by Monson second by Smith to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Civilian Jailer, County Sheriff Dept., CWA Civilian Officers Contract:  $16.85/hour.  Carried 5-0.

Motion by Clausen second by Monson to approve the tentative agreement with Deputies’ Union.  Carried 4-1; Smith opposed.  Copy filed.

Motion by Tripp second by Monson to award the bid for Starcomm Multi Service Platform System to Calhoun Communications for $562,499.25.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve the transfer of ownership of Investigative Equipment to Host Agencies per Michelle Skaff, Homeland Security.  Carried 5-0.  Copy filed.

Motion by Clausen second by Monson to receive the Sheriff’s Civil Division Third Quarter and Year to Date Report.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a 28E agreement between Woodbury County, Iowa and the City of Oto, Iowa for the Provision of Law Enforcement Services.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign Substantial Completion Alterations and Security Upgrades, Phase 1 Woodbury County Jail.  Carried 5-0.  Copy filed.

Bid letting was held at 10:20 a.m. for Project CF-Industries County Road Grading on 255th St.  The bids were as follows:

Lieber Construction, Lawton, IA  $525,413.80

K & L Landscaping, Sergeant Bluff, IA $538,978.15

JB Holland Construction, Decorah, IA $572,424.75

CJ Moyna and Sons, Elkader, IA  $633,460.20

Motion by Monson second by Clausen to receive the bids and submit to the County Engineer for review and recommendation.  Carried 5-0.  Copy filed.

Bid letting was held at 10:25 a.m. for Project L-B(k199)—73-97, Bridge Replacement on Michigan Ave., Section 34-88-43.  The bids were as follows:

Christensen Bros., Cherokee, IA  $510,724.50

Graves Construction, Spencer, IA  $544,423.65

Dixon Construction, Correctionville, IA $614,893.80

Motion by Monson second by Clausen to receive the bids and submit to the County Engineer for review and recommendation.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to approve and authorize the Chairperson to sign a permit to work in the right of way for RJGP, Inc. to replace a Drainage Structure in Section 2 Liberty Twp. On 220th St.  Carried 5-0.  Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Dick Salem spoke on behalf of the Noon SERTOMA club about a project to aid people with hearing aids at public meetings.

Dale Patton, Sergeant Bluff, voiced concerns over structural damage to his home from road traffic.   The Board adjourned the regular meeting until May 6, 2014.
