OCTOBER 6, 2015 — FORTY FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 6, 2015 at 4:30 p.m. Board members present were Clausen, Monson, Ung, Taylor and Smith. Staff members present were Karen James, Board Administrative Coodinator, Dennis Butler, Finance/Operations Controller, Ed Gilliland, Human Resources Director, Gloria Mollet, Assistant Human Resources Director and Patrick Gill, Auditor/Clerk to the Board.
The meeting was called to order – Pledge of Allegiance to the Flag – Moment of Silence.

Motion by Taylor second by Smith to authorize the Chairman to Sign the Authorization to initiate the hiring process for a F/T EOC Operations Officer, Emergency Services Dept., Wage Plan: $13.46-$14.87/hour. Carried 5-0. Copy filed.
A public hearing was held at 4:35 p.m. for the sale of property parcel #110160, 3902 10th St. The Chairperson called on anyone wishing to be heard.
Motion by Clausen second by Taylor to close the public hearing. Carried 5-0.
Motion by Clausen second by Taylor to approve and authorize the Chairperson to sign a Resolution for the sale of this parcel to for real estate parcel #110160, 3902 10th St., to David & Kathleen Bertrand, 4000 10th St., Sioux City, for $4.00 plus recording fees. Carried 5-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:
By David J. Bertrand and Kathleen L. Bertrand in the sum of Four Dollars & 00/100 ($4.00)-----------------------------------------------------dollars.
For the following described real estate, To Wit:
Parcel #110160
Lot Eleven, Block Fourteen, Cohen and Marks Addition, City of Sioux City, Woodbury County, Iowa (3902 10th Street)
Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said Real Estate.
BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.
BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).
BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

A RESOLUTION THANKING AND COMMENDING
ALLEN WELTE
FOR SERVICE TO WOODBURY COUNTY
WHEREAS, Allen Robert Welte has capably served Woodbury County as an employee of the Woodbury County Emergency Services Department for 20 years from May 17, 1995 to October 10, 2015; and
WHEREAS, the service given by Allen Robert Welte as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Allen Robert Welte for his years of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Allen Robert Welte.

RESOLUTION #12,282
PROCLAMATION FOR DOMESTIC VIOLENCE AWARENESS MONTH
WHEREAS, domestic violence is a serious crime that affects people of all races, ages, income levels, lifestyles and sexes; and in fact is probably affecting someone you know; and
WHEREAS, one in three women will be a victim of violence in her lifetime; domestic violence violates an individual’s human rights by destroying dignity, security, and self-worth due to the systematic use of physical, emotional, sexual, psychological, and economic control or abuse; and
WHEREAS, in Siouxland, the Council on Sexual Assault & Domestic Violence is available 24 hours a day and last year responded to 1,780 unduplicated victims, provided 11.475 nights of shelter to 380 women and 301 children fleeing domestic abuse and despite high census, no one in an unsafe situation was turned away.
WHEREAS, the impact of domestic violence affects all of the members of the community, and only a coordinated community response will put a stop to this atrocious crime and assure funding is continuously available to provide these life-saving services.
NOW, THEREFORE, I, Mark A. Monson, Chairman, on behalf of the Woodbury County Board of Supervisors, do hereby proclaim the month of October, 2015 as
“DOMESTIC VIOLENCE AWARENESS MONTH”
in Woodbury County, Iowa and urge all citizens to actively participate in the scheduled events and programs and to think about the fact that it is someone you know
WOODBURY COUNTY BOARD OF SUPERVISORS
A public hearing was held at 4:45 p.m. for letting & opening of bids for the Modernization of Existing Elevators at the Woodbury County Courthouse.
Motion by Clausen second by Taylor to close the public hearing. Carried 5-0.

Motion by Taylor second by Ung to receive the bids and submit them to Building Services and RML Architects, Mike Neswick, for review and recommendation. Carried 5-0. Copy filed.
A public hearing was held at 4:50 p.m. for LED lighting retrofit.
Motion by Ung second by Taylor to close the public hearing. Carried 5-0.
The Board was introduced to the members of the Woodbury County Commission of Veteran Affairs. Copy filed.
Motion by Taylor second by Ung to approve the plans and specifications on the LED lighting retrofit. Carried 5-0. Copy filed.
There was a preliminary review of a County Policy for Repair Requests for Drainage Districts. Copy filed.
Motion by Smith second by Clausen to approve the contract for Project #L-C(N48)—73-97, replacement of structure number N48 with a precast concrete box culvert with Midwest Contracting for $72,769.00. Carried 5-0. Copy filed.
Motion by Clausen second by Smith to approve the use of gaming funds as the source for the total redemption of the Upper Wolf Creek Drainage District warrants for work completed in the district. Motion by Clausen second by Smith to amend the motion to use $50,000.00 from gaming revenues and the balance from secondary roads funds to fund the redemption of the bonds. Carried 4-1 on a roll call vote; Monson opposed. Motion by Smith second by Taylor to amend the motion as amended to use 50% funding from gaming revenues and 50% from secondary roads to fund the redemption of the bonds. Carried 4-1 on a roll call vote; Clausen opposed. Motion by Taylor second by Ung to approve the motion as amended. Carried 4-1 on a roll call vote; Clausen was opposed. Copy filed.
Motion by Taylor second by Ung to approve a working group comprised of three individuals from the County and five citizens to begin meeting to make recommendations to the Board on economic development for rural communities. Carried 3-2 on a roll call vote; Clausen and Smith opposed. Copy filed.
The Board held a discussion on the need for a space study and public input on future building plans. Copy filed.
The Board held a discussion on reasons to consider rescinding the decision to end the Invest in Woodbury County Loan Program. Copy filed.
