OCTOBER 28, 2025, FORTY-FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS  

The Board of Supervisors met on Tuesday, October 28, 2025, at 4:30 p.m. Board members present were Carper, Ung, Dietrich, Nelson (by phone), and Bittinger II. Staff members present were Karen James, Board Administrative Assistant, Ryan Ericson, Budget and Finance Director, Joshua Widman,  Assistant County Attorney, Melissa Thomas, HR Director and Michelle Skaff, Auditor/Clerk to the Board.     

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.

Motion by Bittinger second by Dietrich to approve the agenda for October 28, 2025. Carried 5-0. Copy filed.

Motion by Bittinger second by Dietrich to approve the following items by consent:

To approve minutes of the October 21, 2025 meeting. Copy filed.
        
To approve the claims totaling $527,589.15. Copy filed.

To approve the appointment of Scott Hostetler, Equipment Operator, Secondary Roads Dept., effective 10-29-2025, $27.86/hour.  Job Vacancy Posted on 9/17/25.  Per CWA Roads:  Entry Level Salary $27.86/hour.; the appointment of Morgan Wenzel, Motor Grader Operator , Secondary Roads Dept., effective 11-03-2025, $28.16/hour. Job Vacancy Posted on 9/17/25.  Per CWA Roads:  Entry Level Salary $28.16/hr.; and the reclassification of Kenie Davidson, Senior Clerk, County Treasurer Dept., effective 11-10-2025, $22.74/hour, 15%=$2.92/hr.  Promoted to Senior Clerk Per County Treasurer.  Copy filed.

WHEREAS, Tallview Terrace is the titleholder of a mobile home VIN #12653FKD4062 located in Woodbury County, Iowa and legally described as follows:

WHEREAS, the above-stated mobile home has taxes payable including special assessments and the mobile home is owned by Tallview Terrace.

WHEREAS, these taxes are uncollectable or impractical to pursue collection through personal judgment or tax sale.

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes and;

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above mobile home according to Code of Iowa, 445.16 for the taxes owed and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

Motion by Bittinger second by Dietrich to receive the bids and return them to the County Engineer for recommendation.  Carried 5-0.  Copy filed.

Motion by Bittinger second by Dietrich to award the bid for project #L-B(K23) 73-97 to Dixon Construction for $974,948.95.  Carried 5-0.  Copy filed.

Motion by Bittinger second by Dietrich to receive Gallagher documents. Carried 5-0. Copy filed.

A presentation was made by Seth Major with Gallagher regarding the insurance proposals.

Sheriff Chad Sheehan, Treasurer Tina Bertrand, CED employee Dawn Norton, CWA Sec Roads Union Representative Corey Davis, CWA Deputy and Jailer Representative Derek Brand, Insurance user William Melville, Secondary Roads Engineer Laura Sievers, Secondary Roads employee Troy Polly, Former Correctional Officer Daniel Luna, Board od Supervisors employee Heather Satterwhite-Van Sickle, Building Services Director Kenny Schmitz, County Attorney employees Haley Messerschmidt and Joshua Widman, Secondary Roads District Foreman Michael Andresen, District Health Director Kevin Grieme, Woodbury County Citizen Doyle Turner, and Secondary Roads employee Eric Robley expressed concerns about the insurance proposals.     

Motion by Ung second by Carper to postpone action on the health insurance plan designs effective 01/01/2026.  Carried 5-0.  Copy filed.

Motion by Bittinger second by Dietrich to approve a 6.5% increase in employer contributions to the Woodbury County health fund as of 01/01/2026.  Carried 5-0.  Copy filed.

Reports on committee meetings were heard.

There were no citizen concerns.
