NOVEMBER 18, 2025, FORTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS  

The Board of Supervisors met on Tuesday, November 18, 2025, at 2:00 p.m. Board members present were Carper, Dietrich, and Nelson, Ung and Bittinger II were absent. Staff members present were Karen James, Board Administrative Assistant, Ryan Ericson, Budget and Finance Director, Joshua Widman, Assistant County Attorney, Melissa Thomas, HR Director, and Michelle Skaff, Auditor/Clerk to the Board.     

Motion by Nelson second by Dietrich to go into joint closed session with LEC Authority (Iowa Code Section 21.5(1)(c).  Carried 3-0 on roll-call vote.

Motion by Nelson second by Dietrich to go out of joint closed session with LEC Authority (Iowa Code Section 21.5(1)(c).  Carried 3-0 on roll-call vote.

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.

Motion by Nelson second by Dietrich to approve the agenda for November 18, 2025. Carried 3-0. Copy filed.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES

WHEREAS, Loralai Mosey, as titleholder of a property located 810   14th St., Sioux City, Iowa, Woodbury County, Iowa, and legally described as follows:

WHEREAS, Loralai Mosey of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2017 Iowa Code section 427.9, and  
                                                             
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

To schedule dates and times for 3 Public Hearings on a proposed Zoning Ordinance Map Amendment (rezone) of 36.50-acres located on Parce #874624200011, Section 24, T87N R46W (Grange Township) from Agricultural Preservation (AP) to the Agricultural Estates (AE) Zoning District for Tuesday, December 9, 2025, at 4:40 p.m., Tuesday, December 16, 2025, at 4:40 p.m., and Tuesday, December 23, 2025, at 4:40 p.m.  Copy filed.

The canvass for the (2nd Tier) City/School Regular Election held on November 4, 2025, was held.

Motion by Nelson second by Dietrich to receive for signatures the canvass of the (2nd Tier) City/School Regular Election.  Carried 3-0.  Copy filed.

Motion by Nelson second by Dietrich to receive supplemental information regarding the EMT position change from Director Baier. Carried 3-0. Copy filed.

Motion by Nelson second by Dietrich to approve the position change from Part Time EMT to Part Time Advanced EMT.  Carried 3-0.  Copy filed.

Motion by Nelson second by Dietrich to approve the position change from Part Time EMT to Part Time Paramedic.  Carried 3-0.  Copy filed.

Motion by Nelson second by Dietrich to approve old LEC Demolition Form of Contract, Plans, and Specifications to be utilized in the competitive bid process.  Carried 3-0.  Copy filed.

Motion by Nelson second by Dietrich to approve hearing date of December 2nd, 2025 at 4:40 p.m. for the old LEC demolition.  Carried 3-0.  Copy filed.

Motion by Nelson second by Dietrich to approve Public Notice of Hearing.  Carried 3-0.  Copy filed.

Motion by Nelson second by Dietrich to receive information from Commissioner of Elections Skaff regarding the recount. Carried 3-0. Copy filed.

Motion by Nelson second by Dietrich to approve a recount request for the Sgt Bluff Luton Public Measure.  Carried 3-0.  Copy filed.

Motion by Dietrich second by Carper to table action on changing the County contribution to the Self-Health Insurance fund, an 20% effective increase.  Carried 3-0.  Copy filed.

Motion by Nelson second by Dietrich to approve $1,000 from Gaming to support the ISAC Amicus Brief.  Carried 3-0.  Copy filed.

Motion by Nelson second by Dietrich to pass the new health insurance plan designs effective 01/01/2026.  Carried 3-0.  Copy filed.

Joshua Widman, County Employee, expressed concerns about the new health family premium changes. 

Reports on committee meetings were heard.

Deb Main, 1026 Chambers, addressed the board regarding local control and the Amicus Brief. 
    
Board concerns were heard.

The Board adjourned the regular meeting until November 26, 2025.
