APRIL 14, 2026, SIXTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS  

The Board of Supervisors met on Tuesday, April 14, 2026, at 4:30 p.m. Board members present were Carper, Dietrich, Nelson, Ung (by phone), and Bittinger II. Staff members present were Karen James, Board Administrative Assistant, Ryan Ericson, Budget and Finance Director, Joshua Widman, Assistant County Attorney, Melissa Thomas, HR Director, and Michelle Skaff, Auditor/Clerk to the Board.     

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.  

Motion by Nelson second by Dietrich to approve the April 14, 2026 agenda. Carried 5-0. Copy filed.

Motion by Bittinger second by Nelson to approve the following items by consent:

To approve minutes of the April 7, 2026 meeting. Copy filed.
    
To approve the claims totaling $844,062.69. Copy filed.

To approve lifting tax suspensions for petitioners who failed to re-certify their income or income does not qualify for continued tax suspension. Copy filed.

To receive County Recorder s report of fees collected for the period of 01/01/2026 through 03/31/2026. Copy filed.

To approve to appoint Lisa Brun to the Siouxland District Health Board of Directors. Copy filed.

To approve the separation of Scott Fox, Equipment Operator, Secondary Roads Dept., effective 04-17-2026. Resigned. Copy filed. 

To approve and authorize the Chairperson to sign the Authorization to initiate the hiring process for Equipment Operator, Secondary Roads Dept. CWA Roads: $27.86/hour. Copy filed.

To approve to schedule 3 public hearings on a proposed Zoning Ordinance Map Amendment (rezone) of 16.96 acres located on parcel #874727200011, Section 27, T87N R47W (Liberty Township) from Agricultural Preservation (AP) to the Agricultural Estates (AE) Zoning District for Tuesday, May 12th at 4:40 p.m., Tuesday, May 19th at 4:40 p.m., and Tuesday, May 26th at 4:40 p.m. Copy filed.

Motion by Bittinger second by Nelson to approve the FY 2025 Edward Byrne (JAG) Grant Interlocal Agreement with the Woodbury County Sheriff s Office and the Sioux City Police Department. Carried 5-0. Copy filed.


A public hearing was held at 4:35 p.m. for the sale of parcel #884706478016, 2715 S Cleveland St. The Chairperson called on anyone wishing to be heard. 

Motion by Bittinger second by Nelson to close the public hearing. Carried 5-0.

Motion by Bittinger second by Carper to approve and authorize the Chairperson to sign a Resolution for the sale of parcel #884706478016, 2715 S Cleveland St., to Carlton Pittman & Pamela Ruhland, 2709 S Cleveland St., Sioux City, for $125 plus recording fees. Carried 5-0.

RESOLUTION #14,024

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

By       Carlton Pittman and Pamela K. Ruhland        __in the sum of       One Hundred Twenty-five Dollars & 00/100 ($125.00)-----------------------------------------------------dollars.

For the following described real estate, To Wit:
 
Parcel #884706478016
E   Vacated N-S alley abutting Lot Twenty-three (23), Block Three (3), Lorraine Place Addition, City of Sioux City in the County of Woodbury and State of Iowa
(2715 S. Cleveland St.)

Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said
Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said Real Estate.

BE IT RESOLVED that payment is due by close of business on the day following passage of this resolution or Woodbury County may declare the sale is null and void and/or seek legal remedies to enforce the sale.

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes.  Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Bittinger second by Nelson to approve the Siouxland Initiative request of $25,000 from L.O.S.T. Carried 5-0. Copy filed.

Motion by Nelson second by Bittinger to reduce the Building Services budget by $78,866 (equivalent to 1 FTE maintenance building services worker). Carried 5-0. Copy filed.

There were no citizen concerns.

The Board adjourned the regular meeting until April 21, 2026.
